Summary
This position is located in Yosemite National Park, in the Resources Management Division and supports the Wildland Fire and Aviation Program. This is a permanent, Full Time appointment. One position is available.
Serves as a technical advisor for fire ecology and monitoring for the Branch of Wildland Fire and Aviation at Yosemite National Park. In cooperation with appropriate staff, researchers, and partners, the fire ecologist assists in the development and implementation of scientific monitoring protocols to identify, evaluate, and monitor ecosystem response to fire management activities and the ecological process of wildland fire.
Works with the supervisor or a higher graded specialist to manage all aspects of monitoring design, data collection and management, analysis, and reporting related to fire ecology and monitoring. Assists the supervisor or a higher graded specialist in writing fire monitoring documents which define monitoring techniques and develop methods for future refinements of protocols. Conducts sampling to determine statistically valid plot distributions and design. Performs data collection and data entry and carries out quality control checks on data collection and entry performed by others.
Summarizes data related to of fire weather, behavior, history, and effects. Incorporates appropriate technology into job to provide comprehensive and scientifically sound answers to inquiries from managers, coworkers, cooperators, and partners.
Uses automated methods of data collection, analysis or illustration. Uses computer applications for data analysis, manipulation, and presentation.
Prepares management and scientific reports regarding the results of fire management, monitoring, and research activities. Makes recommendations to supervisor on problems found.
Identifies research needs and recommends requests for research proposals. Works with researchers to facilitate completion of fire-related research.
As directed, develops work plans and schedules, scopes of work.
May administer and track project funds and prepare accomplishment reports. Maintains awareness of applicable funding sources within NPS and outside.
Coordinates park or zone ecological strategies and programs with those on adjacent lands for the purposes of achieving broad ecosystem protection/restoration strategies.
In concert with the supervisor or a higher graded specialist, negotiates cooperative and interagency agreements and other cooperative instruments needed to effectively carry out fire ecology and monitoring goals.
Supports the fire management organization through the development and monitoring of fuels management project and wildfire-related objectives. Serves as a resource advisor or fire monitor during planned and unplanned fire events.
Serves as a member of an interdisciplinary team, planning and contributing to the development of land management plans, fire management plans, compliance documents, and agreements. Provides professional expertise in the development of strategies and objectives for wildland fire activities when there are competing social, political, fiscal and resource concerns.
Utilizes monitoring and other feedback mechanisms to improve planning and decision support documents and processes.
Reviews resource management and fire management plans and associated compliance documents that require the application of ecological principles.
Assists with the development of fuels related project plans and wildfire management plans.
Exercises delegated supervisory authorities and responsibilities 20% of the time.
Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be solely on you ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You may be required to complete training and operate a four-wheel drive vehicle.
Work may require travel by fixed-wing or rotorwing aircraft.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
During the fire season, you may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
Government housing may be available for rent on bid system basis.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
Subject to frequent extended travel up to 14 or more nights a month particularly during fire season, and you must obtain a government charge card for travel.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Qualifications
All qualifications must be met by the closing date of this announcement 06/14/2021unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To qualify for this position, you must possess the Basic Requirement and at least one of the following Minimum Qualifications by close of the announcement to be considered:
Basic Educational Requirement:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology and 12 semester hours in physical and mathematical sciences. You must include transcripts. -AND-
To qualify for this position at the GS-09 grade level, you must possess one of the following qualifications:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include duties such as: inventorying and compiling data on ecosystem components, such as vegetation or wildlife habitat; monitoring and reporting interactions between grasslands, deciduous forests, and rangelands, caused by environmental factors; or studying the structure and interactions of populations of species in a land area. -OR-
EDUCATION: Successful completion of at least two (2) full years of graduate level study (36 semester units or the number of units your school uses to describe two graduate years of academic study) leading to a Master's degree or LL.B., J.D., in biological sciences, natural resource management, or related field that provided the knowledge, skills, and abilities necessary to perform this work. You must include transcripts. -OR-
Successful completion of a COMBINATION of education and experience as described above. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

To qualify for this position at the GS-11 grade level, you must possess one of the following qualifications:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include duties such as: planning and implementing studies of ecosystem components, such as vegetation or wildlife habitat; developing and carry out scientific protocols monitoring environmental factors, such as grasslands, deciduous forests, rangelands, and the interactions between them; or studying and reporting on the structure and interactions of populations of species in a land area. -OR-
EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D degree or equivalent doctoral degree with major study in Ecology or in a subject-matter field appropriate to the position. You must include transcripts. -OR-
Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Education

Physical Demands: Office work is normally sedentary. However, field work may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings over extended periods of time.
Working Conditions: Office conditions require long periods of sitting, working with computers and general lifting, bending and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment are required in hazardous environments.
The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
