This is a developmental position. If hired at the GS-09 grade level, the incumbent will perform the duties of the full performance level position at a reduced level of responsibility and/or difficulty while receiving on-the-job, trainee assignments or other appropriate training. Assignments are designed to prepare the incumbent to perform the duties and responsibilities in the full target position of Natural Resource Specialist/Ecologist, GS-0401/0408-11. Duties include progressively more difficult work in various phases of resource management. The goal of the work is to give the incumbent the experience and skills needed to fill the GS-11 target position that requires knowledge and skills typical of the higher factor levels.

As the Natural Resource Spec/Ecologist-

Duties include but are not limited to the following:

  • Managing and conserving the natural resources within the jurisdiction
  • Evaluating a variety of natural resources and ecological communities in relation to natural resource management
  • Directing wildlife habitat management (with an emphasis on habitat rehabilitation), within the framework of multiple use land management
  • Program planning, resource monitoring and program accomplishment in the area of wildlife and watershed resources, as well as riparian and ecosystem management to alleviate or eliminate detrimental management impacts created by other resource uses
  • Plan and carry out intensive investigations into complex biological, vegetation, soils, and rangeland management program concerns
  • Determine process(es) and which interrelationships to examine between biological organisms, including man, with physical resources and environments
  • Analyze the effects of management on biological components such as big game habitat, vegetation conditions, animal and plant population dynamics, plant growth requirements and ecological conditions
  • Examine the relationship to physical processes such as water, nutrient and energy cycles, soil erosion, water quality and geology
  • Perform administrative work related to the profession, including budget planning, activity based costing, and preparation of grants
  • Provide detailed interpretation of watershed surveys and geographic information system (GIS) to provide information identifying the needs for effective management of natural resources
  • Develop and implements threatened and endangered (T&E) species projects and activity plans
  • Make presentations of data, analysis, and management recommendations
  • Develop strategies to overcome significant resource problems involved with resources management

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must meet the Individual Occupational Requirement for one or both series, in addition to the required specialized experience for the respective grade level(s) in which you are applying:

Individual Occupational Requirement for Natural Resources Management/Biological Sciences series-0401:

You must have a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Or-

Have a combination of education and experience with courses equivalent to one of the majors listed above, plus appropriate experience or additional education.

Individual Occupational Requirement for the Ecology series 0408:

You must have a Bachelor's or higher degree in Biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Specialized Experience- GS-09:

You must have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service requiring the following knowledge and/or performing the following type of duties: assisting in the evaluation of a variety of natural resources and ecological communities in relation to natural resource management; contributing to wildlife habitat management (with an emphasis on habitat rehabilitation); contributing to activity plans for land use and environmental assessments; monitoring and collecting data needs for range, wildlife, soils, and riparian programs; Working knowledge of biological components such as plants and animal communities, range and wildlife habitat conditions, riparian and fisheries resources; Knowledge of basic sources of biological and physical information, data storage, and retrieval mechanisms. OR-

You have two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university with major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position or other closely related subjects pertinent to the management and protection of natural resources, which provided me with the knowledge and skills necessary for successful job performance to do the work of this position.

OR-

You have a combination of graduate education as described and specialized experience (less than one year) as described in , that when combined equals 100% of the qualification requirement.

Specialized Experience- GS-11:

You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service performing the following duties: Evaluate a variety of natural resources and ecological communities in relation to natural resources management- performing wildlife habitat management (with an emphasis on habitat rehabilitation), within the framework of multiple use land management; developing activity plans for resource conservation, biological inventory; providing technical input for land use planning and environmental assessments of on-going programs and proposed projects; assisting with riparian and ecosystem management to alleviate or eliminate detrimental management impacts created by other resource uses; carry out investigations into complex biological, vegetation, soils, and rangeland management program concerns; Analyze the effects of management on biological components such as big game habitat, vegetation conditions, animal and plant population dynamics, plant growth requirements and ecological conditions; Develop plans for data collections, and conducts analysis; make public presentations on ecosystem management efforts; interprets watershed surveys and geographic information system (GIS). OR-

You have successfully completed three (3) full years of progressively higher level graduate education (beyond the Master's level) leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position that provided the knowledge, skills, and abilities necessary to do the work.

OR-

You have a combination of graduate education (beyond the master's level) as described and specialized experience (less than one year) as described, that when combined equals 100% of the qualification requirement.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: Physical demands would likely vary from long periods in office settings to extended four-wheel driving, hiking, or horseback trips over rugged terrain in adverse weather.

Working Conditions: Work is in two principles settings: Approximately 60 percent in the area office and 40 percent in the outdoors. There is regular and recurring exposure to extreme weather conditions and to risks associated with field activities. Usually works alone in the field, but may work with others to complete field studies and project evaluation.
