Summary

The incumbent serves as the regional archeologist for Interior Region 2, providing leadership, guidance, and administration of the archeological programs and the protection of archeological resources. This position will oversee the Archeologists working at the Southeast Archeological Center (SEAC) in Tallahassee, Florida.

Help

The selectee will be responsible for providing programmatic coordination, direction and leadership for Interior Region 2's Archeology Program and the position is one of several branch managers reporting to the Chief of Cultural Resources, Partnerships, and Science. Establishes review procedures, mechanisms, and quality standards and provides for the review and follow-up of planning and construction activities occurring within the region in order to determine the need and extent of archeological investigation requirements, determine the potential adverse effect on archeological resources, and possible solutions that would permit preservation in place or develop plans for the adequate mitigation of adverse effects. Supervises the Southeast Archeological Center's archeology staff and will provide support for the treatment, and preservation of archeological sites within NPS units in Interior Region 2. Provides Archaeological Resources Protection Act oversight of the permitting program, leading efforts related to archeology for Sections 106 and 110 of the National Historic Preservation Act and working collaboratively on Native American Graves Protection & Repatriation and tribal matters with Interior Region 2's Regional Cultural Anthropologist and Regional Curator. Formulate annual work plans and multiyear programs that conform to resource management plans or required management actions.
Directs in-house research studies and reports essential to meeting program functions by matching staff capabilities to particular projects or programs, monitors the production of research plans and their execution, and directs changes in projects as dictated by changes in scope, funding, scheduling, or objectives.

Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for the GS-0193 Supervisory Archeologist, GS-0193-13 position, applicants must meet the basic Requirements Qualifications for Archeology Series, 0193

  1. Degree that included 3 semester hours each in the following course areas:

    • History of archeology.
    • Archeology of a major geographical area such as North America or Africa.
    • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
    • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

And

Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying

And

Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).

Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

In addition to the basic qualification requirements above, applicants must also possess:

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: .involving archeology projects and management of a more complex nature: 1. Planning, conducting, and/or overseeing multiple projects simultaneously including, archeological assessments and reports, cultural resource inventory surveys, archeological field surveys; archeological excavation projects; (iii) archeological assessments and documentation projects, laboratory analysis of artifacts, and preparation of technical reports; AND 2. Develop and/or review Archaeological Resources Protection Act (ARPA) permits; understanding of ARPA damage assessments for investigations; Native American Graves Protection and Repatriation Act (NAGPRA) -related work including participating in consultations; AND 3. Experience reviewing and/or preparing National Historic Landmark and/or National Register of Historic Places nominations or sections of related to archeological resources; Determination of Eligibility related to archeological resources for listing in the National Register of Historic Places documentation; AND 4. Providing oversight of an archeological program; and experience developing contracting packages/scopes of services for archeological and/or cultural resource management services; AND 5. Direct experience with Section 106 of the National Historic Preservation Act as it applies to archeological resources and proposed federal undertakings. You must include hours per week worked.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work at the office is essentially sedentary with some walking, bending, and climbing of the stairways involved. Field inspections may require extensive hiking through rugged terrain. Some activities will occur in physically challenging areas or settings especially as related to disaster response.

Working Conditions: Performance of most duties takes place within the offices of Interior Region 2 or remote duty station. Travel to the Southeast Archeological Center will be required. Travel for field inspections and/or disaster response may entail exposure to adverse climatic conditions and difficult topographic situations.


The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
