Duties

This position serves as the Library Director for the USGS Libraries Program located in Science Analytics and Synthesis in the Core Science Systems Mission Area. Some of your specific duties will include:

  • Provides national leadership over the USGS Libraries Program functions to ensure consistent program planning and execution among all components as well as oversees planning and manages allocations for the program portfolio.
  • Provides direction and oversight on strategic planning, information dissemination, and data Integration and interoperability activities.
  • Carries out extensive outreach activities regarding office responsibilities. Writes and presents briefings, technical papers, budget justifications, and documentation to USGS managers and executives, Department of the Interior managers and executives, management representatives of other Federal agencies, national and international cooperators, and customers to communicate the functions and responsibilities of the USGS Libraries Program.
  • Serves on inter-bureau and inter-agency groups concerned with organization and management of Federal programs.
  • Supervises and manages professional, technical, and support staff, directly and through subordinate supervisors.

Are There Any Special Requirements For This Position?
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.

Qualifications

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Librarian, all grade levels.

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Examples of such experience may include maintaining and updating the electronic catalog of library holdings; maintaining an accurate record of the journal holdings; contacting other libraries and arranging interlibrary loan of or copying of material and obtaining reference lists and bibliographies from other's sources; performing literature searches in a computerized database by using knowledge of subject-heading structure and logic of search information; utilizing the computer to access library databases, online journals, online library services, the internet, and electronic mail to identify and obtain information for library users; and conducting research on technical and scientific information.

For GS-14:

In addition to the Basic Education Requirement as described above, applicants must meet the following to qualify for the GS-14 level:

One year of specialized experience equivalent to at least the GS-13 level in the Federal service as described for this position. Examples of such experience may include: managing a library program including developing plans necessary for program needs, new technology, or available funding sources; formulating policy and plans of library management, coordination of development, management and preservation of materials.

You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
