Summary

The primary purpose of this position is to perform a variety of duties associated with the collection and remittance of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA). Primarily responsible for carrying out technical assignments that involve the application of general fee program knowledge of fee collection, remittance, and accounting for government funds/revenue.

Duties

Help

The primary responsibility of this position is the assistance with the management of the park fee program. The major duties include managing daily operations of the fee program including training new or returning employees, providing leadership, managing schedules, and providing oversight. This position conducts remits, maintains records and inventories, and conducts audits. The position also performs general office tasks, such as filing documents, answering phones and responding to written and/or telephone information requests. The position will sometimes operate a point of sales system and/or cash register, performs opening and closing procedures and shift reports independently. Other duties include the collection and handling of money for the sale of cave tour tickets and federal recreation passes. The position is stationed in the Visitor Center building and will serve as the visitor point of contact, answering questions and providing visitor resource information as needed.

CAREER SEASONAL: Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will be guaranteed a minimum of 6 months work each year (summer months) with the possibility of 6 months in non-pay status (winter months), depending on the available funding and operational needs for the year. An annual Career Seasonal Agreement will be provided to you each year outlining your planned paid/non-pay time for the year. In 2021 you will work from approximatelyJanuary through the end of October, and you will be in a non-pay status for the remainder of the year.

  • Time-in-Grade:Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-12/23/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-06 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: Have one year of specialized experience equivalent to the GS-05 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of qualifying specialized experience include but are not limited to: supervising a staff of subordinates and supervisors related to a fee collection operation, overseeing a fee collection operation, handling, tracking, and depositing money, selling entrance passes, issuing fee waivers for special use groups, programming or operating fee collection equipment such as cash registers, bill counters, credit card machines, and traffic counters, performing general administrative functions and providing customer service. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: Standing for long periods of time, walking, bending, lifting of items and sedentary work is required. The sedentary work requires, at times long hours of sitting, thinking, and writing. Mental stress and physical fatigue occur due to high volume of personal contacts and the responsibility of dealing with large amounts of money. Incumbent may work at a ticket kiosk, visitor center, or other operations that will require working in temperatures near freezing to over I 00 degrees; in sun, rain, wind or other inclement weather.

Working Conditions: Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Work within the cave is performed in conditions of an average temperature of 49 degrees Fahrenheit and 95%+ humidity. Jewel Cave National Monument is located at over 5,000 ft. in elevation and contains areas of rugged terrain. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone in isolated locations.
