Summary

This position is located at the Alaska Regional Office in the Natural Resources Division. The incumbent serves as a principal advisor for the region for management of invasive terrestrial and aquatic plants. These programs involve complex and sensitive issues with broad impact. Plans, develops, administers and manages programs as primary responsibility.

Help

Represents Alaska national parks serving on regional task groups and statewide organizations and makes presentations at professional meetings on a regular basis. Advises on weed identification, inventory and monitoring methods, chemical and nonchemical control methods, data management, compliance with the National Environmental Policy Act, setting priorities and other aspects of planning for weed management. Provides direction for the region-wide Invasive Plant Management Team (IPMT) and supervises the team leader(s). Works with various superintendents to schedule the team's activities, hires and supervises the team members, assures quality control and safe working conditions, provides training to team members and park staffs, and reports accomplishments to regional and Washington DC offices.

  1. Serves as a principal advisor to parks in the Alaska region on the management of exotic plants by providing direct professional and programmatic advice and support for park natural resource management staff. Assesses the needs and capabilities of each park and tailors technical assistance and operational efforts to meet each park's needs. Assesses the need for ecosystem restoration following weed removal and advises on methods. Organizes training for park staffs and assists park interpreters with the development of educational materials. Provides estimates of funding and staffing required for all of these activities.
  2. Serves on regional or service-wide committees. May be called upon to represent the park service in negotiating weed management partnerships with other federal, state or local governments and with private organizations. Represents the park service at public and professional meetings.
  3. This position may direct an IPMT and supervise, either directly or indirectly, the team leader(s), depending on the park location. This direction can be either through partnership agreements with state employees or university employees/students, where full supervision will not be an issue. Assures the safety of the team through direction, training, and provision of personal protective equipment. Assists the team leader(s) in solving difficult technical, logistical or personnel problems.
Must be able to acquire a State of Alaska Pesticide Applicator Certification within six (6) months of the date of hire.

This position will, at times, work with and direct the work of contractors in the activity of managing invasive plants. This position may become an ATR or a COR and thus play a role in contracting and agreements, but only with review and coordination with other experts in agreements and procurement, etc.

  • This position is subject to drug testing based on the collateral duty requiring firearms in the back-country or other locations for non-law enforcement reasons such as protection from animals.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Must be able to acquire a State of Alaska Pesticide Applicator Certification within 6 months of the date of hire.

Qualifications

All qualifications must be met by the closing date of this announcement-11/23/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must provide transcripts with your application package).
OR
A combination of education and experience that includes course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. (You must provide transcripts with your application package).
AND
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience with non-native plant species found within the United States and their associated habitat requirements in order to develop effective management strategies and plans; experience with techniques and applications of integrated pest management and an ability to apply them in natural and cultural landscapes and/or experience carrying out complex management and science programs. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Extensive travel by ground and air is required.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, swamps, deserts, and forests. Flying in small fixed-wing aircraft and helicopters is possible.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
