  • Prepares and coordinates the writing of the natural resources plans including sections of the resources management plan and specific actions plans pertaining to the management and protection of natural resources.
  • Represents Division Chief when working with others on resource stewardship issues. Develops and maintains effective working relations with interested groups and individuals, agencies, and the public.
  • Attends management and professional conferences and other events for the purposes of exchanging information and advancing advocacy for park stewardship.
  • Identifies research needs, prepares requests for proposals or statements of work, and provides oversight for research projects.
  • Serves as a Contracting Officer's Technical Representative for projects conducted through contracts, interagency agreements, and cooperative agreements.
  • Evaluates results for management implications.
  • Develops and maintains peer relationships with researchers, subject matter experts and resource managers of other agencies, and other such entities in order to encourage and facilitate cooperative regional resources management strategies.
  • In cooperation with appropriate staff, researchers, and partners, the incumbent designs, develops, tests, and implements scientific monitoring protocols to identify, evaluate, and do long-term monitoring of resources.
  • Conducts inventories to determine statistically valid plot distributions and collects, analyzes, and synthesizes scientific information from research, monitoring, resources management actions, and prepares reports for specific projects.
  • Summarizes new and conventional information for use by the scientists, managers, park staff, cooperators, and partners.
  • Prepares information for the park education program.
  • Prepares environmental assessments (EAs) for projects in compliance with the National Environmental Policy Act. Evaluates EAs and environmental impact statements prepared by other agencies or groups for impacts on park resources.
  • May carry out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals.
  • May administer and track project funds and prepare accomplishment reports, as needed. Maintains awareness of applicable funding sources within NPS and outside.
  • May supervise seasonal, temporary, permanent, VIP, and other personnel, but less than 25% of the time.

  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-07/10/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.

GS-0401/1301-11:
Specialized Experience: at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of qualifying specialized experience include duties such as: participating in the planning and execution of ecological or biological studies with a limited number of variables; performing established, standardized tests and analyses on a broad range of biological samples; conducting studies using established fact-finding and evaluation procedures; conducting long-term monitoring of biological or ecosystem components ; design, develop, test, and implement scientific monitoring protocols; developing scientifically credible protection, mitigation, and restoration projects; or developing and carrying out statistically valid data collection protocols. You must include hours per week worked.

Education: possess a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, such as biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology, or physical science, engineering or mathematics or directly related fields, and demonstrates possession of the knowledge, skills, and abilities required for this position. You must include transcripts.

Combination: an equivalent combination of such education and experience. For example, six months of the specialized experience described (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education). You must include transcripts.

0401 BIOLOGIST
A. a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts.
B. a combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. You must include transcripts.

1301 PHYSICAL SCIENTIST
A. a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must include transcripts.
B. a combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must include transcripts.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. On occasion, flying in fixed-winged aircraft and helicopters is possible.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
