Duties

Help

  • Serves as the Biologist for the National Capital Region I&M Network (NCRN).
  • Responsible for planning, organizing, coordinating, and implementing the NCRN Forest Health Monitoring Protocol and for supporting implementation of other NCRN inventory and monitoring protocols, as needed.
  • Designs, writes, tests, revises, and implements scientific monitoring protocols to conduct long-term monitoring of forest health.
  • Performs data entry and carries out QA/QC procedures on NCRN monitoring data.
  • Conducts analysis of data to determine and document significance of findings.
  • Writes and publishes scientific reports documenting the results of inventory, monitoring, and research efforts for use by the scientific community, park staff, cooperators and partners.
  • Develops and maintains liaisons and effective working relations with cooperators, including academic institutions, sister agencies, and other partners, in order to facilitate cooperative regional efforts related to natural resource inventory and monitoring, and the analysis, reporting, and application of information to management decision making.
  • Negotiates cooperative and interagency agreements to effectively carry out inventory, monitoring, and research.
  • Supervises field team(s) composed of seasonal, temporary, VIP and other personnel, but less than 25% of the time.

Duties will be developmental in nature when filled below the full performance level.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-05/14/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

Basic Education Requirement:
Have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Have a combination of education and experience which includes courses equivalent to a major, as shown above, plus appropriate experience or additional education.

AND
Specialized Experience:


For the GS-7:
Possess at least one year of specialized experience equivalent to at GS-05 level in Federal Service. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: (1) collecting and/or evaluating field data from aquatic or terrestrial field studies; (2) carrying out field studies on plants or wildlife; (3) using taxonomic keys to identify plants and animals; and (4) collecting and/or entering biological field data into computerized databases. OR
Have one full year of graduate level coursework in a directly related field. OR
Have an equivalent combination of education and experience.

For the GS-9:
Possess at least one year of specialized experience equivalent to at GS-07 level in Federal Service. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: (1) collecting and/or evaluating field data from aquatic or terrestrial field studies; (2) carrying out field studies on plants or wildlife; (3) using taxonomic keys to identify plants and animals; 4) collecting and/or entering biological field data into computerized databases; (5) Identifying research needs and recommending proposals OR
Have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR
Have an equivalent combination of education and experience.

For the GS-11:
Possess at least one year of specialized experience equivalent to at GS-09 level in Federal Service. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include: (1) collecting and/or evaluating field data from aquatic or terrestrial field studies; (2) carrying out field studies on plants or wildlife; (3) using taxonomic keys to identify plants and animals; 4) collecting and/or entering biological field data into computerized databases; (5) Identifying research needs and recommending proposals; (6) Preparing management and scientific reports regarding the results of protection, mitigation, restoration, reintroduction, inventory, monitoring, and research activities. OR
Have 3 years of progressively higher level graduate education leading to a PhD or a PhD or equivalent doctoral degree. OR
Have an equivalent combination of education and experience.

You must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying of heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep rocky terrain and forests.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
