Summary

This position is located in the Office of Communications, National Park Service (NPS) Headquarters in Washington, D.C. The incumbent serves as the Chief of Public Affairs and Chief Spokesperson for the NPS. He/she develops, implements, and manages national communications strategies; advises senior management; supervises a team of Public Affairs Specialists; and provides guidance to Public Affairs Officers across the NPS. The position reports to the Assistant Director, Communications.

Duties

Help

The major duties of the Supervisory Public Affairs Specialist position include but are not limited to the following:

  • Plans, designs, conducts, and evaluates integrated, multi-platform (print, broadcast, web, social media, events, etc.) national communications strategies to increase understanding and awareness of the NPS mission.
  • Manages national media relations through extensive personal contacts with national print, television, radio, and online journalists. Manages national crisis communications.
  • Ensures that NPS messages are clear, delivered through the most appropriate channel(s), and achieve measurable results. Supervises speechwriting for the Director and occasionally for Deputy Directors and other senior executives.
  • Serves as liaison to Regional Public Affairs staff, Department of the Interior's Office of Communications, and other bureau public affairs offices.
  • Provides leadership and guidance to a dispersed public affairs workforce in park, program, and regional offices. Exercises the full range of supervisory duties over Headquarters Public Affairs staff.

  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-04/30/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: experience planning, advising and managing the public affairs activities of a large, national organization; experience planning and executing integrated multiplatform communications strategies with social media and audio/video components; experience analyzing complex data and other information to evaluate a public affairs programs' effectiveness; and experience analyzing public reaction to agency programs and policies and advise top management on recommended strategies. You must include hours per week worked on your resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.

Additional information

Physical Demands: The work requires a minimum physical exertion. Long hours and stressful situations are common.

Working Conditions: The work is usually performed in an office setting that is adequately lighted, heated, and ventilated. Occasional site visits may be required to parks, program sites, or field offices for meetings or events. The incumbent may be required to work outside in all weather conditions to address emerging issues, breaking news, or to support special events. In addition, the incumbent may be called to work unscheduled hours at any time and may be expected to support major events that occur on holidays and weekend.
