The National Park Service seeks to hire up to three assistants to join a fast paced team working to support staff and operations across the park, including interpretation and education, and facilities maintenance. You will provide a wide-range of administrative aid, from financial and travel management to onboarding and personnel support of the nearly 200 seasonal employees at Mount Rainier National Park. Your work will help ensure the park's natural environment, cultural history, and recreational opportunities exist for years to come.

The incumbent's responsibilities include managing park budget data, assisting with hiring and personnel actions, reviewing travel authorizations, making acquisitions through various authorities, coordinating housing assignments and housing program administration, and providing overall clerical and administrative support for park staff.

Duties include:

  • Provides accurate and reliable information on the administrative functions of the park to managers, supervisors, and staff members.
  • Serving as the division's human resources liaison, managing the on-boarding process for employees, processing personnel actions, tracking seasonal work hours,and tracking a variety of HR paperwork.
  • Coordinates with the division budget technician for finance functions; prepares program documents and records expenditures from purchase documents.
  • Provides monthly statements of commitments, obligations and status of funds, with recommendations to supervisor; recommending program adjustments to resolve discrepancies.
  • Prepares payroll for employees. Serves as the timekeeper for the division. Reviews time and attendance reports for employees and assures reports are correctly entered into Quicktime.
  • Serve as technical resource to unit personnel on travel policies and regulations, and provides advice on travel allowances and requirements. Prepares travel authorizations and vouchers using automated systems and software for travel and voucher preparation.
  • Responsible for program administrative processes for procurement and fleet. Maintains applicable tracking logs (i.e. tracking logs), action items, and manages administrative suspense items and transaction records.
  • Distributes mail. Serves as authority on postage classification and rates, package requirements, and processing of mail. Provides direction to staff on mail distribution and routing procedures and guidelines.
  • Prepares purchase requests and documents for the Contracting Officer, contacting suppliers and merchants to obtain information and pricing.
  • Maintains files and training certificates.
Duties will be developmental in nature when filled below the full performance level.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-02/14/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. You must include hours per week worked.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one year of specialized experience, equivalent to the GS-06 grade level in the Federal service. For this position, specialized experience is experience providing a wide variety of administrative support services for a division or program office, including; tracking and reconciling fiscal data for programmed accounts versus actual expenditures using an accounting systems; preparing and following up on purchase orders and contracts; processing payroll and workers compensation; assisting employees with travel arrangements; and following regulations and policies for processing human resource paperwork and orienting new employees.

To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one year of specialized experience, equivalent to the GS-05 grade level in the Federal service. For this position, specialized experience is providing a wide variety of administrative support services for a division or program office, including; tracking fiscal data using an accounting systems; preparing and following up on purchase orders and contracts; processing payroll; assisting employees with travel arrangements; and following regulations and policies for processing human resource paperwork.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the grade level of this announcement.

Mount Rainier National Park is located approximately 2 hours south of Seattle, near the community of Ashford. It is included within the Seattle/Tacoma locality pay area. Government housing may be available, however a full range of living options are available within commuting distance, from rural to small town to suburban. All services and amenities are available in nearby communities. Outdoor recreational opportunities abound: hiking, climbing, canoeing and kayaking, biking, and fishing among others. The climate is considered moderate, but frequently overcast and rainy at lower elevations during fall, winter and spring. Longmire often experiences snowfall from November-May. Summers are normally sunny and pleasant with daytime temperatures ranging from the low 70's to low 80's and low humidity.
