Duties

Help

As the Chief Park Ranger you are the Senior Park Law Enforcement Officer who directs, coordinates, and is responsible for all the activities of this major operating division.

  • Manages all resource and visitor protection programs and operations in GRSM.
  • Ensures trained and qualified personnel are available for routine and emergency incidents/operations throughout the Park.
  • Your other Protection duties include, emergency operations and services in times of extraordinary natural or human-caused circumstances; law enforcement (roughly 35 commissioned rangers, 5000 reportable incidents, including over 300 motor vehicle accidents per year); emergency medical services requiring NPS medical intervention and an average of 10 deaths per year; search and rescue (100 incidents, 35 major SARS annually); Wildland Fire operations; Aviation Management; Lands program management; Special park uses (600 SUP's per year); oversight of public recreation and special event activities; review, promulgation, and implementation of park regulations; implementation and development of resource and wilderness protection plans; oversight of backcountry camping through trip planning services and permitting; and operations of an 18-hour a day communications center.
  • Manages the Division budget which is over $5 million programmed in various fund sources including, but not limited to, base, fuels preparedness, suppression, fee, search and rescue, donation and cost recovery.
  • Technical responsibility for formulation, planning, distribution and execution of the division program and budget within the purview of established policies and regulations.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency.
  • Selectee(s) must be free of any domestic violence convictions.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

Selective Factors: Applicants must meet ALL of the following to qualify:

  • Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I National Park Service (NPS) Law Enforcement Commission by 11/13/2018. More information can be found in the 'Education' section of this job announcement.
  • Maximum Entry Age: This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service.
  • Must have a current, valid State Driver's License by 11/13/2018.

Applicants must possess the following minimum qualifications by close of the announcement:

GS-14 SPECIALIZED EXPERIENCE: One full year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, this experience must have been in law enforcement or similarly related work. Examples of qualifying specialized experience include, but are not limited to managing resource and visitor protection programs including law enforcement, search and rescue, emergency medical services, and back country management; serving as a senior advisor to management; supervising a workforce engaged in resource and visitor protection; and representing parks at inter agency meetings and with special interest groups; performing program management duties including developing and executing single and multi-year financial plans; position management, and long and short range planning. Experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-13 grade level in the Federal service.

This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess by 11/13/2018 a valid Type I National Park Service (NPS) Law Enforcement Commission (or equivalent).

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Duties involve performing physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing. Criminal investigations often must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition.

Working Conditions: The work regularly includes long periods of standing, hiking and/or climbing, in many cases on uneven, steep, rough, slippery, and/or rugged terrain. strenuous exertion is frequently required in law enforcement, firefighting, search and rescue, medical and related emergency activities. Lifting or carrying equipment weighing over 50 pounds, such as firefighting or search and rescue equipment, is required. The work environment ranges from sedentary office work to fieldwork with exposure to severe natural elements.

The National Park Service has determined that the duties of this position are suitable for limited telework and the selectee may be allowed to telework with supervisor approval.
