This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years. This temporary promotion may be made permanent without further competition. If selectee is currently at the GS-12 or equivalent grade or above, this will be a detail instead of temporary promotion.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Duties

Help

This position monitors maintenance management activities of individual concessioners operating under contract with the National Park Service. Work is planned and performed in collaboration with the concessioner. The incumbent must validate the performance of the concessioners' professional facility management, and has the authority to approve or reject project proposals, expenditure of funds, and work accomplishments of concessioners and their sub-contractors.

The incumbent conducts and manages condition assessments to determine NPS proprieties for complex facility management activities and site development. The incumbent is responsible for planning, tracking, documenting, and reporting activity and results in sustaining the integrity of concession-managed assets. The position is responsible for planning all preventative and cyclic maintenance programs, as well as scheduled and unscheduled corrective maintenance (repair), to sustain this infrastructure at established levels of facility condition. The incumbent also makes determinations for component renewal, taking into account the life-cycles of assets and the cost of maintenance and facility operations.

The incumbent must work with park concessioners to develop annual maintenance programs to address these priorities. The desired experience of park visitors will be considered, but not be the principal factor. Concession maintenance programs will be reviewed annually and assessed for adequacy on a regular basis as part of the duties of evaluating concessioner performance and concession contract compliance.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. If selected, you will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

SELECTIVE FACTOR: This position operates government vehicles in the performance of duties and a valid, state driver's license is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience equivalent to the GS-11 grade level in the Federal service that included all of the following tasks and responsibilities: (a) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special purpose installations, including planning maintenance activities, developing preventive maintenance programs, developing capital improvement plans; (b) Conducting routine facility inspections and comprehensive condition assessments; and (c) Evaluating construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Physical Demands: Work is mostly sedentary; however, walking, stooping, climbing ladders, and crawling in tight spaces can be a daily activity at times. Must travel in regular passenger vehicles, but may also be required to ride horseback, or hike in backcountry through mountainous terrain to make on-site inspections. Must occasionally wear personal protective equipment to inspect facilities and perform work.

Working Conditions: Most work is performed in an office setting. While in the field, there will be some exposure to the various risks and discomforts associated with building and site maintenance activity and in a construction environment, including exposure to hazardous conditions, dust and chemicals, extreme weather conditions, and varying altitudes.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
