This is a Career/Career-Conditional full-time appointment. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Help

Incumbent develops short and long range plans and manages/provides oversight to the wildland fire management programs of Big Bend National Park, Rio Grande Wild & Scenic River, Fort Davis National Historic Site, Amistad National Recreation Area and Palo Alto Battlefield National Historic Site. Supervises, directs and coordinates subordinate staff. Develops and manages fire program budgets. Ensures fiscal accountability, coordinates program with other agencies/entities. Represents the park on interagency committees and working groups. Initiates cooperative agreements. Plans and directs prescribed fire and hazardous fuel reduction programs ensuring agency wildland fire policies are met. Works with a variety of complex technical problems relating to fire weather, smoke management, fire behavior, and computer fire modeling. Develops and revises, as needed appropriate position management and organization plans. Hires, counsels, evaluates and disciplines employees. Qualifications

Selective Factors: The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:
1. 90 days wildland firefighting experience; and
2. NWCG Incident Management Qualifications - Currency Not Required. You must have either previously held or currently hold these NWCG Requirements to qualify for this position.

3. Additional required training as presented in the following courses or agency equivalent: M-581 "Fire Program Management".

For Secondary Firefighter Retirement Coverage (selective factor): Candidates must possess a minimum of 90-days of wildland firefighting experience gained through fire line work in containment, control suppression or use of wildland fire. This experience can be met by serving on a temporary, seasonal or equivalent private sector fire position for no less than 90 days. Education without hands-on wildland firefighting experience does not meet this requirement. Wildland fire is defined as any non-structure fire that occurs in the wildland and is categorized into two distinct types: Wildfires which is any unplanned ignitions or prescribed fires that are declared wildfires; and Prescribed Fires which are planned ignitions. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered.

Basic Education Requirement:
Successful completed a full 4-year course of study leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to the position. The following additional subject fields have been determined to be acceptable as directly related degree programs for fire management jobs in this series: wildland fire management, forestry, agronomy, biochemistry, biometrics, ecology, fishery biology (includes marine/aquatic), general fish and wildlife administration, horticulture, physiology, plant physiology, rangeland management, soil science, wildlife biology, zoology, agricultural extension, animal science, botany, entomology, genetics, microbiology, pharmacology, plant pathology, plant protection and quarantine, soil conservation, toxicology, wildlife refuge management. In addition, natural resources related disciplines include chemistry, environmental sciences (not environmental or natural resources policy), hydrology, outdoor recreation if they have a natural resource emphasis, physics, fire management, earth sciences, geology, meteorology-related weather, climate, physical geography if it has a natural resource emphasis, and watershed management. You must provide a copy of your transcript(s).
- OR -
A combination of education and experience which included at least 24 semester hours of upper level courses equivalent to a major, as shown above, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, natural resources management, chemistry or related disciplines as described above.

Prescribed Fire/Fuels Management: Experience in a broad range of prescribed fire/fuels management activities such as: 1) professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments); 2) analysis of fuel loadings and determination of appropriate fuel treatment methods and programming; 3) land use planning and environmental coordination; 4) evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies if containment is not obtained. You must clearly document this experience in your resume.
OR
Fire Management Operations: Experience analyzing and applying fire management strategies, plus experience in at least five of the following activities: mobilization and dispatch coordination; fire prevention and education; training; logistics; equipment development and deployment; fire communication systems; suppression and preparedness; and/or aviation. You must clearly document this experience in your resume. You must meet the U.S. Office of Personnel Management, (OPM), Operating Manual Qualification Standards for General Schedule Positions for the Individual Occupational Requirements for the GS-0401: General Natural Resources Management and Biological Sciences Series and the DOI GS-401 Supplemental Qualification Standard for Fire Program Management Positions. The OPM standard is available in any Federal personnel office for review and also on the OPM web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0400/general-natural-resources-management-and-biological-sciences-series-0401/ . All qualifications must be met by the closing date of this announcement:
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Experience must include all of the fire program management elements as follows: 1) reviewing and evaluating fire management plans for ecological soundness and technical adequacy; 2) conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; AND 3) developing analysis on the ecological role of fire and its use and/or exclusion and smoke management.
OR
You may qualify if you do not meet the one year of specialized experience as described above, but possess at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree in a field related to the position being filled as described above .
OR
Possess a combination of education and experience. For example, you have six months of specialized experience (50% of the experience
requirements), and 45 semester hours or 68 quarter hours of graduate education in the fields of study described (50% of the education requirement).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). You must let this office know if you are in a Primary position.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

PHYSICAL DEMANDS: Normally the work is sedentary but often requires physical exertion while overseeing fire suppression activities including walking over rough, steep, uneven terrain in all types of weather. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions.

WORK ENVIRONMENT: Field work is sometimes performed in steep terrain. Temperatures are frequently extreme, both from weather and fire conditions where the presence of smoke and/or dust conditions are frequently severe. The hazardous nature of fire suppression work requires that protective clothing (boots, hard hats, etc.) be worn during emergencies. The incumbent must exercise a variety of safety practices and precautions for their own and others' well being.
