Duties

Help

Serves as an assistant to the Branch Chief of Buildings and Grounds, fully responsible for implementation and administration of special programs, construction supervision and facilities compliance.
- Serves as Branch coordinator with outside regulatory authorities for compliance with regulations, pertaining to the protection of public safety, i.e. fire safety codes, building codes and air quality.
- Performs planning, preparation, and oversees the execution of routine and non-routine maintenance programs and projects including research, design, cost analysis, and project supervision.
- Researches, designs, and specifies methods and materials for complex maintenance and rehabilitation of structures, mechanical systems such as air conditioning, heating and boilers, etc. and building components.
- Serves as Contract Officer's Representative (COR) to assure compliance with contract documents for contracts in the $10,000 to $500,000 range.
- Assists the Branch Chief in the following tasks: development of long-range programs related to operations and project development; preparation and monitoring of budget; and preparing estimates on funding needs for existing and new programs.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

SELECTIVE FACTOR: This position requires the incumbent to possess a Level 2 Contracting Officer's Representative (COR) Certification. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Examples of qualifying specialized experience include: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type of structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contracts with the organization funding the project. You must include hours per week worked.

EDUCATION: Ph.D or equivalent doctoral degree or completion three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Major study for degree or education must be in a related subject such as engineering, industrial arts, property management or business administration.. You must include transcripts.
-OR-
successful completion of a combination of education and experience as described above. To compute first determine the total qualifying experience as a percentage of the experience required for the grade level; then determine the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. (Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants). You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is primarily sedentary but also involves walking, bending, climbing, and lifting up to 30 pounds. Often required to work outside in all weather
conditions. Regular prolonged standing required around constructions sites.

Working Conditions: Work will vary from office to outdoors in severe weather conditions. Exposure to common construction hazards such as working around heavy equipment, cranes and traffic hazards are common.
