The incumbent will be the Program Manager for Ecological Restoration and Invasive Plant Management, under the direction of the Chief of the Vegetation Management Branch of the Resources Management and Science Division. The incumbent will serve as the Parks' senior and principal advisor on the development and management of a complex, science-based ecological restoration and invasive plant management program. Duties of the position will focus on using scientifically sound expertise in invasive plants, botany, and plant/forest ecology in order to understand the impacts of human use, climate change, and other internal/external threats to park vegetation resources and to design appropriate restoration actions to mitigate these threats. The incumbent will use this expertise to:
Develop and implement long-range plans for the inventory, monitoring, evaluation, documentation, conservation, research, and interpretation of vegetation resources across a wide range of elevations, including, but not limited to, alpine/subalpine/montane meadow, coniferous forest, riparian, and chaparral/oak woodland communities.
Implement effective ecologically-based restoration practices that include reestablishing degraded ecological processes through development of management goals and objectives, design of restoration actions based on these goals and objectives, and implementation of effectiveness monitoring to ensure goals and objectives are met.
Effectively communicate in order to foster teamwork, internal relationships, and external partnerships that promote park restoration priorities and landscape scale conservation.
Supervise and manage a complex program, comprised of one permanent, three term and 10 seasonal ecologists, biologists, and biological science technicians, with an overall annual budget of up to 0.5-1.0 million dollars. Supervision responsibilities will also include individual and groups of volunteers totaling several hundreds of hours annually..

Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Qualifications
This is a positive education position. You must meet the education requirement listed here. You MUST submit a copy of your transcripts/documentation that show how you meet the below requirements. If you do not submit proof your will be found not qualified. You must have of the following Basic Qualification Requirements for the Ecologist 0408 series:
Successful completion a full 4-year course of study in an accredited college or university leading to a bachelor's, or higher degree, in the major field of study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must include transcripts.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. -OR- EDUCATION: Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree in a field that is directly related to the work of this position, such as ecology, restoration ecology, fire ecology, rangeland ecology, wildlife ecology, or other directly-related subject matter. You must include transcripts. -OR-
Successful completion of a combination of graduate education and specialized experience that together meet the qualification requirements for this position. For example, six months of the specialized experience (50% of the experience requirement) and 45 semester hours directly related graduate level education (50% of the education requirement). You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Physical Demands: Work requires hiking in a mountainous area (elevations above 8,000 feet) over a rough and uneven terrain with backpack/tools up to several miles in a day. Work requires frequent bending, stooping, walking over rough and uneven terrain, standing, working in cramped positions and climbing. Work requires lifting and moving heavy items.
Working Conditions: Work is performed outdoors, often under adverse weather conditions. Sequoia and Kings Canyon National Parks present a uniquely challenging work environment. These parks represent an extraordinary continuum of ecosystems (93% designated wilderness) arrayed along the greatest vertical relief (1,370 to 14,495 feet elevation) of any protected area in the lower 48 states. They are the highest, most rugged portion of the High Sierra Mountains. As such, this position requires experience utilizing wilderness travel skills. Selectee(s) must be able to hike by foot in the backcountry at high altitude for extended periods of time while carrying backpacks, tools and supplies of at least 50 lbs, and be able to camp for several days at a time.
Telework: The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
Housing information: Government housing (some accessible to persons with disabilities) within the park MAY be available on a limited/bid basis, and assigned based on management needs.
Air Quality: Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months - generally May to October. High ozone levels may be the most harmful pollutant here.
