The Supervisory Facility Operations Specialist is responsible for providing facility management and leadership for the Flagstaff Area National Monuments (Walnut Canyon, Sunset Crater Volcano, and Wupatki), with widely diversified infrastructure and operational complexity characterized by multiple developed areas within 3 individual park units. This position manages a multi-faceted organization through the management of subordinate supervisory staff, multi-year/operational budgets, and short and long-range planning and project management. These duties provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources, and facilitation of visitor use and enjoyment.

The major duties of the position include, but are not limited to the following:

  • Serves as the Facility Manager, a facility management expert and member of management team for the Flagstaff Area NMs (Walnut Canyon NM, Sunset Crater Volcano NM and Wupatki NM).
  • Supervises maintenance operations as a first and second level supervisor. Manages, plans, budgets, programs, and coordinates maintenance and fleet operations within the Flagstaff Area NMs (Walnut Canyon, Sunset Crater Volcano, and Wupatki).
  • Communicates with employees, park management, partner organizations, stakeholders, park neighbors, tribes, and other agencies such as NPS Office of Public Health, EPA, General Services Administration, Federal/State/County highway departments, local USDA Forest Service offices, State departments of public health and environmental quality, local officials, utility companies, Region 6,7,8 and Washington NPS offices and the Denver Service Center.
  • Develops annual and long-range plans, programs, objectives, goals, and procedures. Identifies and implements optimum methods of maintaining, preserving and operating facilities. Manages an inventory and condition assessment program for park facilities, fleet and equipment. Directs the day labor construction projects assigned to staff. Prepares compliance requests for projects and operational activities, and completion reports for funded projects. Formulates long term needs and project packages. Responds to maintenance emergencies and unforeseen circumstances.
  • Directs full range of operational maintenance of utilities (water, wastewater systems), buildings, historic structures, trails, roads, grounds, fleet, and custodial services.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-07/14/2020-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience.

To qualify for this position at the GS-12 grade level, you must possess at lease one full year of the following minimum qualifications by close of the announcement: Applicants are subject to time-in-grade restrictions.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience include: 1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning regular and recurring maintenance activities, developing and implementing preventive maintenance programs; 2) Oversight of construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans and specifications; 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with internal and external stakeholders; 4) Experience in building trade practices; 5) Experience working with the Facility Management Software System (FMSS), or a comparable maintenance management, cost estimating and/or project management systems; 6) Supervision of large and diverse workforce consisting of multidisciplinary facility related trades.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending and moderate lifting are required

Working Conditions: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations.
