Summary

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for providing overall support functions to the entire DTMO. Those support functions include developing DTMO's strategic direction; developing and monitoring performance metrics for travel programs and initiatives; facilitating support agreements on behalf of DTMO's many customers; overseeing acquisition processes to ensure DTMO obtains support services.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a Supervisory Program Analyst (Operations Support) at the GS-0343-14 some of your typical work assignments may include:

  • Serves as Supervisory Program Analyst/Business Operations Branch, providing overall direction for organizational strategic planning, performance management and travel data analysis.
  • Designs and implements organization's strategic planning program, providing technical expertise and knowledge to implement strategic planning processes, policies, and initiatives, and monitors and tracks progress.
  • Tracks progress and assesses performance of travel programs and key initiatives, overseeing the development of measures and supporting dashboards that provide credible, decision ready business intelligence to support management decisions, reporting, compliance, resource allocation, and risk management.
  • Directs and oversees analytical studies using DoD Travel Enterprise data to better understand travel spend, develop program recommendations, and travel policy formulation, and identify cost savings/efficiencies.
  • Oversees DTMO's Financial Improvement and Audit Remediation (FIAR) and Managers' Internal Control Program (MICP); assesses internal controls and makes recommendations for improvements, designs and implements test of controls for key functional areas, prepares evaluation documentation, and works to limit organization's overall risk.
  • Provides oversight for Contract Officer's Representative and Support Agreement Manager duties ensuring that all contracts, internal and externally are funded, awarded on time and services are received.

Qualifications

You may qualify at the GS 14 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Designing and implementing organizational strategic plans that effectively support leadership vision and organizational strategic direction, to include tracking and assessing progress.
  • Developing, implementing, and overseeing measures and supporting key performance indicators that provide credible, decision-ready business intelligence that assist in management decisions, reporting, compliance, resource allocation, and risk management.
  • Providing strategic direction and oversight of analytical studies that support decision making capability, identify opportunities for travel policy formulation/revision and identify cost saving opportunities and efficiencies., OR

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
