Summary

The primary function of this position is to increase access to health care and public health education, provide care coordination, advocate for quality student-centered care and manage a comprehensive school-based health program for pediatric and adolescent patients. This position is primarily stationed at a school-based health clinic within Gallup Indian Medical Center.

  • Knowledge of professional nursing practice and clinical care principles sufficient to assess, triage, and manage the health needs of students; provide preventive, acute, emergency, and chronic-condition care; administer medications and treatments; perform specialized procedures; develop individualized care plans; and coordinate referrals, case management, and continuity of care.
  • Skill in applying nursing judgment and clinical decision-making to recognize changes in patient condition, respond appropriately to emergencies, provide telehealth and telephone triage, implement evidence-based standards of care, document services accurately, and coordinate care with healthcare providers, specialists, families, schools, and community partners.
  • Knowledge and skill in public health, community health assessment, and health promotion sufficient to identify community health needs and hazards, plan and implement outreach activities, participate in screenings, immunization clinics, health fairs, and physical examinations, and collaborate with tribal, state, federal, school, and community organizations.
  • Ability to develop and deliver culturally and linguistically appropriate health education and training for students, families, teachers, school administrators, and community members, including the ability to develop educational materials and programs addressing nutrition, physical fitness, mental health, disease prevention, and other health and wellness needs.
  • Ability to evaluate healthcare programs and apply quality improvement principles through data collection and analysis, identification of trends and service gaps, development of corrective action plans, presentation of findings to leadership and governing bodies, participation in interdisciplinary committees, maintenance of regulatory compliance, and continuous professional development.

Background Investigation Requirement:

This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

The Hiring Manager/Selecting Official may elect to utilize an available flexibility wherein applicants who are currently enrolled and expected to complete the required education and obtain the required licensure/certification/registration within 9 month(s) of applying, may be deemed tentatively qualified.

IHS Selectees whose duties and responsibilities require them to work permanently, temporarily, or occasionally in an IHS healthcare facility must comply with the IHS Employee Immunization Policy related to vaccine-preventable diseases, consistent with recommendations for healthcare workers. BASIC REQUIREMENT(S):

Education

A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure

For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience

The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

Basic Requirements for the GS-11 (or equivalent) Grade Level

In addition to the above requirements, applicants must meet one of the following requirements:

  • Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
  • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.


In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Expertise in pediatric nursing as a school nurse. Provides nursing care to students, preventative and therapeutic care for the community while assessing, planning and evaluating the community health program for school nursing.


Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
