This position is located in the Office of the Deputy Undersecretary (ODUS), Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (DOL), Washington D.C. ILAB advances U.S. labor interests through international engagement, programs, research, and strategies addressing foreign labor practices and conditions that affect American workers, businesses, and the competitiveness and security of U.S. supply chains.

Duties

Major Duties:

  • Serves as ILAB's principal senior non-supervisory strategist for the administrative and programmatic integration of international labor priorities.
  • Develops and coordinates high-level strategic papers, decision memoranda, executive briefings, presentations, talking points, and policy or program recommendations for the Deputy Undersecretary and other senior Department officials.
  • Represents ILAB, as designated, in senior-level interagency, international, and external forums involving foreign governments, international organizations, multilateral institutions, private sector executives, labor organizations, and other stakeholders. Articulates established Departmental and Bureau positions and advances strategic objectives within the authority delegated by senior leadership.
  • Plans, organizes, and leads exceptionally broad strategic studies and initiatives involving multiple ILAB offices and, as appropriate, other Federal agencies and external stakeholders.
  • Exercises substantial independence in identifying issues requiring executive attention, determining the scope and depth of analyses, selecting or developing analytical approaches, and formulating recommendations. Keeps the Deputy Undersecretary informed of matters with significant policy, program, resource, interagency, or external implications.
  • Independently identifies emerging strategic issues, defines the scope and objectives of major Bureau-wide initiatives, and develops long-range strategies that translate broad Administration and Departmental priorities into coordinated ILAB program goals, milestones, implementation approaches, and measures of success.
  • Develops negotiating positions and options; builds support for ILAB recommendations; resolves or elevates impasses; and seeks agreement on coordinated approaches, responsibilities, milestones, and outcomes.
  • Leads special strategic projects and high-priority initiatives assigned by the Deputy Undersecretary that involve major or unprecedented issues, extensive coordination, and substantial consequences for ILAB programs or Departmental international labor objectives.
  • Chairs or leads executive-level working groups and cross-functional teams; establishes objectives; frames issues for decision; facilitates resolution of competing views; and develops recommendations for senior leadership.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

To qualify for this position, you must demonstrate all five (5) of the following specialized experience requirements, which are equivalent to at least the GS-14 level in the Federal service or comparable experience in the private sector:

  • Experience at the executive level formulating U.S. international labor and economic policies on critical supply chains, forced labor prevention, and/or trade initiatives for the U.S. Government that resulted in improved policy adoption or compliance rates among partner organizations.
  • Experience at the executive level serving as a principal representative in U.S. Government interagency groups addressing labor-related commitments, including on forced labor.
  • Experience at the executive level coordinating trade-labor enforcement strategies across interagency entities, leading to the enforcement of labor-related commitments from trade partners or other regulatory actions.
  • Experience at the executive level negotiating complex remediation agreements with multinational employers and foreign governments.
  • Experience engaging with Congress, foreign governments, labor unions, and/or industry leaders to align and advance U.S. economic objectives.
