Duties

Help

  • Maintains organized filing systems and keeps commissary records updated and accessible.
  • Coordinates with various departments to collect information needed for reports and routine management updates.
  • Produces documents, reports, and other administrative materials using standard office software and automation tools.
  • Serves as the commissary's main point of contact for personnel matters, ensuring paperwork and actions are processed correctly through the servicing human resources office.
  • Manages the tracking, procurement, distribution, and disposal of supplies and equipment necessary for commissary operations.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0318 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. To qualify for a Secretary (Office Automation) your resume and supporting documentation must support:
A. Experience:
GS-5
- Assisting with timekeeping and payroll support duties, including checking basic entries for accuracy.
- Completing routine personnel and payroll forms and ensuring all required supporting documents are included.
- Preparing drafts of reports and general correspondence using standard office software such as word processors, spreadsheets, and email programs.
- Assisting with basic supply and inventory tasks, including maintaining simple logs and updating records for routine items.
GS-6
- Processing and coordinating personnel and payroll actions, including reviewing new-hire paperwork and resolving discrepancies with human resources or payroll representatives.
- Investigating and troubleshooting complex personnel, timekeeping, or payroll issues by reviewing system inputs, documentation, and established procedures.
- Preparing and assembling detailed reports and correspondence using multiple automated systems, including databases, spreadsheets, and graphic design tools.
- Independently managing a supply or property accountability program, including maintaining records, coordinating equipment maintenance, and ensuring compliance with supply regulations.

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • For GS-05: You must have 52 weeks of Federal service at or equivalent to GS-04.
  • For GS-06 You must have 52 Weeks of Federal service at or equivalent to GS-05.

Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.

B. Education Substitution:
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:
  • GS-05: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university.
  • GS-06: There is no education substitution at this level
C. Combination:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-05 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-05

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. Documents must be in English or include an English translation. The hiring employer for this position does not evaluate degrees from foreign colleges or universities.
