As a Facility Operations Specialist at the GS-1640-11 some of your typical work assignments may include:

  • Plans and manages building operations, maintenance, repair, and alteration programs for DINFOS facilities.
  • Coordinates maintenance actions and work orders directly with the Department of Public Works and outside vendors.
  • Conducts safety and environmental inspections and surveys to ensure a safe and healthy work environment. -Serves as the designated hazardous waste manager for the organization.
  • Establishes and maintains effective key control, serving as the agency key control officer.
  • Ensures an effective fire prevention program is in place, including planning and executing regular fire drills.
  • Acts as the primary 911 liaison for DINFOS in the event of any facility emergency, coordinating directly with first responders.

Qualifications

You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

  • Planning and managing building operations, maintenance, repair, and alteration programs.
  • Monitoring building security, physical security, and safety management programs.
  • Conducting safety and environmental inspections and ensuring industrial safeguards are implemented.
  • Serving as a liaison during facility emergencies and coordinate work orders with internal and external stakeholders.
OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. Defense Media Activity

This position is in the Facilities Division of the Director of Logistics at the Defense Information School (DINFOS), War Media Activity (WMA) which is a Department of War (DoW) Field Activity reporting to the Assistance to the Secretary of War (Public Affairs) (OATSW (PA)). The primary purpose of this position is to serve as a Facility Operations Specialist to the Director of Logistics.
