Duties

Major duties for this position are listed below:

  • Leads the translation of business and user requirements into actionable management and program requirements for technology solutions supporting national workforce program administration.
  • Ensures digital products, business processes, and technology investments align with mission objectives, operational realities, and state workforce agency needs.
  • Evaluates whether workforce IT products, services, and deliverables support agency priorities, statutory and policy requirements, performance needs, and user expectations.
  • Leads or serves as senior project lead on major Office of Workforce Investment (OWI) initiatives involving business solutions, modernization, operations improvement, data strategy, or program management.
  • Develops project plans, goals, milestones, dependencies, and performance measures; monitors progress; identifies emerging issues; and recommends changes in direction or strategy to address changing priorities, risks, or policy requirements.
  • Reviews modernization plans, implementation strategies, system capabilities, change requests, release content, and prioritized backlogs to determine adequacy, feasibility, and alignment with business requirements.
  • Develops and maintains effective working relationships with senior officials and staff throughout Employment & Training Administration (ETA), Department of Labor (DOL), Office of the Chief Information Officer (OCIO), other Federal agencies, state workforce agencies, contractors, partner organizations, and other stakeholders; serves as a principal contact on management, modernization, operations, and analytical matters.
  • Leads or facilitates meetings, briefings, webinars, consultations, and presentations involving technical, operational, or managerial issues; engages states and other stakeholders in reviewing policies, systems, data practices, and business processes.
  • Represents OWI in cross-agency or cross-government activities related to workforce programs, modernization, data sharing, labor market information, digital platforms, and administrative improvement.
  • Advises ETA and DOL leadership on options for expanding and operationalizing data sharing, platform analytics, and performance monitoring, including analysis and recommendations related to labor market information tools, user engagement metrics, occupational skills data, and state and federal analytic capacity.
  • Supports Departmental executives and program leaders in defining future-state operations and aligning workforce system stakeholders around significant change initiatives; assesses organizational readiness and identifies barriers to implementation.
  • Represents the business and program perspective in enterprise planning and governance discussions involving modernization initiatives, system investments, process redesign, digital services, and data-driven decision support; ensures leadership has well-supported analyses and actionable recommendations for informed enterprise-wide decisions.
  • Supports major change management efforts associated with business transformation, systems modernization, policy implementation, and operating model changes.
  • Develops strategies to communicate change, build stakeholder understanding, address resistance, and promote adoption of new processes, systems, and management approaches.
  • Works with executives and senior leaders to improve access to timely, accurate, relevant, and actionable data; supports predictive, inferential, and causal analyses linking resource decisions, policy choices, and operational strategies to expected outputs and outcomes.

Qualifications

GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience is defined as all of the following:

  • Working with IT or technical teams and other stakeholders to translate program or business needs into requirements for a system, platform, or digital service (such as, but not limited to, systems supporting workforce development, employment services, labor market information, or other similar public-facing program delivery);
  • Monitoring progress, milestones, or deliverables on an IT modernization, systems development, or digital platform project, including using data or performance metrics to evaluate the system or project and inform recommendations; and
  • Supporting change management or communication efforts related to a technology or business process change.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit.
