As a Management and Program Analyst (Wildland Fire - Incident Business) your duties will include but are not limited to the following:

  • Develops project charters, plans, schedules, and governance routines; monitors progress; resolves issues; and implements corrective actions to maintain alignment with objectives, schedule, and resource constraints.
  • Conducts analyses of proposed program changes, including impacts of legislative and regulatory requirements, long-range goals, resource needs, and stakeholder impacts, and incident business.
  • Applies qualitative and quantitative methods to analyze program and business data included budget and financial management.
  • Conducts comprehensive reviews of wildland fire program business processes and internal controls; identifies gaps, risks, and improvement opportunities; and develops recommendations to strengthen standardization, accountability, and cost effectiveness.
  • Prepares and delivers briefings, executive summaries, decision memoranda, and presentations that translate complex analyses into clear recommendations for leaders.

Qualifications

In order to qualify for this position you must possess the Minimum Qualification requirements listed below.

Minimum Qualification

For the GS-13 level: One (1) year of specialized experience equivalent to GS-12 in the Federal service. Examples of work experience include, but are not limited to: experience in fire business, budget coordination, and preparation of financial packets for higher level management officials; performing duties in response to management request to analyze problems and issues; prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with agency goals and policies; or experience in preparing briefings, executive summaries, decision memorandra, etc. on complex analyses.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work is primarily performed in an office or virtual environment and is generally sedentary. Occasional travel may be required for meetings, site visits, or program reviews. During periods of elevated activity, the incumbent may work extended hours to meet mission-driven deadlines.

  • Fire Management: Knowledge of the concepts, principles, and theories of fire management, including the characteristics, behavior, and ecology of fire; methodologies, strategies, and equipment used in prescribed fires; fire detection, prevention, and suppression strategies; and integration of fire with natural resource management.
  • Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Budget and Finance: Ability to provide budget and financial support services for Fire Management activities.
  • Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.

Office of the Secretary of the Interior

The U.S. Wildland Fire Service (USWFS), an organization within the Department of the Interior (DOI), responds to wildfires and promotes fire-resilient landscapes across more than 500 million acres of public and tribal lands nationwide. The USWFS has full program authority and coordinates the DOI wildland fire management program in its entirety. It ensures coordination within DOI, the Bureaus it serves, other federal agencies -- particularly the U.S. Department of Agriculture (USDA) Forest Service -- as well as non-federal agencies, state foresters, tribes, and a variety of stakeholder groups representing volunteer firefighters.
