The incumbent serves as the Office Director, exercising full technical, managerial and administrative authority over the Department's domestic real property lifecycle program, including multi-million dollar acquisitions, design, construction and space management.

Duties

Help
  • Manages a major program segment with significant resource and contracting authority, utilizing division supervisors to direct and oversee the work of subordinate personnel and contractors.
  • Oversees contractor construction and renovation efforts by conducting milestone inspections, enforcing strict design compliance and serving as a subject matter expert during high-value contract negotiations and settlements.
  • Serves as the building authority on design, feasibility and space utilization studies while directing a master plan for domestic owned and leased facilities.
  • Directs the domestic real property lifecycle by managing strategic planning, acquisition, construction, budgeting and asset portfolio benchmarking across the department's owned and leased facilities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience with developing and executing architectural and engineering design and construction programs, including contract administration such as oversight of contract bids and negotiations, competitive bidding or use of pre-selected contractor, and overseeing inspections for contractors’ compliance with applicable codes, standards and production of contract documents.
  • Experience leading large teams on program management, including developing a multi-year plans, using analytics and performance metrics to make informed, data-driven decisions, and running transparent and fully accountable programs.
  • Experience leading organizations through change by developing and implementing long-range and strategic and large budget plans, while directly supporting organizational leadership through executive briefings, written memoranda, and site visits to maintain clear and effective communication on facilities issues and operational priorities.
  • Experience developing and establishing business processes such as planning, coordination, execution of business functions, resource allocation, and production that are customer service focused.

There is no substitute of education for specialized experience for the GS-15 position.

  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies: 

  •        Ability to partner, negotiate, and communicate effectively with internal offices, federal agencies (such as GSA and OMB), congressional committees, and external regulatory bodies regarding complex property initiatives.
  •         Skill in formulating, presenting, and executing complex, multi-agency annual and long-term budgets for real property operations, utilities, rent, and capital construction projects.
  •         Knowledge of the principles, best practices, and regulations governing the entire lifecycle of domestic real property assets, including strategic planning, acquisition, design, operations, and disposal.
  •         Ability to direct, supervise, and coordinate a diverse workforce of subordinate supervisors, employees, and contractors while fostering an equitable and compliant work environment.
