This position is located within the Department of the Interior, Bureau of Reclamation, Buildings and Grounds Group, BOULDER CITY, NEVADA

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

  • Oversees the day-to-day work of the Buildings and Grounds Group.
  • Participates in working meetings to justify expenditures.
  • Monitors the execution of the funding allocated throughout the group.
  • Establishes and recommends the priority and commitment of resources projected and available for projects.
  • Coordinates work operations among the group and with the Regional Management Team and supervisors from other offices.
  • Reviews and analyzes records and reports of work production, costs, equipment, and staff resource utilization to evaluate progress and to control or reduce costs.
  • Exercises significant responsibilities in dealing with officials of other offices, contractor personnel, and in advising management officials.
  • Applies administrative and managerial skills and abilities and broad technical knowledge of the operating capabilities and maintenance requirements of the LCBRO campus, facilities, grounds, and equipment.
  • Ensures that safety, security, environmental, fire, and maintenance policies, procedures, and guidelines are adhered to and enforced.
  • Performs the full range of supervisory duties.
  • Plans work to be accomplished, sets priorities, and establishes schedules for work completion.
  • Assigns work based on priorities, selective considerations of difficulty, and requirements of assignments.
  • Develops performance standards and evaluates work completed by subordinates, accepting, amending, or rejecting work as appropriate.

QUALIFICATIONS FOR GS-1640, FACILITY OPERATIONS SERVICES SERIES:

Education

Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

or

Experience

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

In addition to meeting the Individual Occupation Requirement above:

GS-13:
In order to qualify for the GS-13 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to at least the GS-12 grade level in the Federal service.

Specialized Experience for GS-13 is defined as:

(1) Coordinates facilities program management activities, including developing program plans and budgets for building construction and maintenance, and administering technical service operations.

(2) Oversees facility asset management, including evaluating service delivery and work order lifecycle management, while providing expert guidance on modernization strategies and infrastructure improvements.

(3) Collaborates with internal and external stakeholders-including senior leadership, department heads, and contractors-to optimize facilities management programs and ensure alignment with organizational goals.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Education

This position does not allow substituting education for experience.

If using education to meet the Individual Occupational Reuirement, you must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

If using education to meet the Individual Occupational Reuirement, you will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Condition of Employment For Probationary Period: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
