The position may be located at any of the DOL office locations, if available. The advertised salary range reflects the minimum and maximum pay for all locations. Final salary will be determined based on the selectee's assigned duty station in accordance with applicable locality pay tables.

This role supports the Office of the Chief Information Officer (OCIO) and its Division of Network Services. It contributes to OCIO's mission by helping manage and maintain the Department of Labor's enterprise network infrastructure, ensuring secure, high-performing systems, reliable service delivery, and effective client engagement across all DOL platforms and technologies.

Major duties include, but are not limited to:

  • Manage and oversee all Network Operations Center functions, services, and staff, including defining network requirements and architecture; configuring and optimizing servers, hubs, routers, and switches; and monitoring capacity, performance, and troubleshooting network issues.
  • Plan, organize, and direct employees, ensuring that activities and products comply with legal and regulatory requirements and meet customer needs.
  • Develop goals and objectives that integrate OCIO, DOL, and customer objectives.
  • Lead enterprise-level modernization initiatives, including planning and directing the migration of complex IT projects.
  • Oversee cross-organizational boards, committees, working groups, and other integrated groups to address IT programs and projects.
  • Plan, design, and manage the enterprise structural framework to align IT systems with DOL's mission and business processes.
  • Maintain and grow policies that protect the integrity and confidentiality of DOL systems, networks, and data.
  • Ensure solicitations, source selection, and contract administration comply with Federal Acquisition Regulation (FAR) and DOL policies.

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for the IT Specialist (AI), as described below.

Basic Qualifications: Applicants must have IT-related experience demonstrating each of the following competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  4. Information Management - Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems.
  5. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations
  6. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  7. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  8. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals.
  9. Technical Competence - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet ALL of the statements below to be found qualified. Qualifying specialized experience for GS-14 includes:

  • Experience overseeing enterprise network circuit lifecycle, including planning, configuring, monitoring, and optimizing routing, bandwidth, and circuit performance.
  • Experience coordinating and supervising facilities related IT infrastructure work, including preventative maintenance, facility driven IT projects, and integrating network requirements into site layouts and equipment deployments.
  • Experience serving as a liaison across cross functional IT teams, coordinating facility based activities, resolving infrastructure gaps, and ensuring accurate provisioning and support of circuits and network components.
  • Experience providing senior technical guidance and oversight, evaluating network and circuit performance, coordinating installations, and troubleshooting, and working with vendors and regional staff to resolve IT and circuit issues.

Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521).
