As a AUDIOVISUAL PRODUCTION SPECIALIST at the GS-1071-11 some of your typical work assignments may include:

  • Serves as technical director, floor manager, primary videographer, audio technician for both broadcast studios and live locations for television production.
  • Operates with expertise video cameras, editing equipment, including recorders, switchers, broadcast routers, computer software editors, character generators, audio mixers, microphones, and graphics generators to produce preliminary and final video products.
  • Operates primary media acquisition equipment during a variety of live events including, interviews, news conferences and B-roll recording.
  • Provides expert advice to producers/directors on aesthetic looks and environmental concerns to enhance production value and communicate the intended outcomes.
  • Serves as audio/visual equipment custodian.
  • Maintains inventory of available equipment for rental, including spare parts and disposables.
  • Possesses comprehensive knowledge of network level standards/practices, distribution practices, and related TV broadcast technologies while working in the Broadcast Operations Recording facility.
  • Uses digital asset management systems/software to record issuing, turn in, and repair actions on media production gear inventory.

Qualifications

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1071 series:

A. Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

OR

B. Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled


You may qualify at the GS-11, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

  • Operating audio-visual broadcast quality equipment such as, video cameras, studio/field tripods, audio mixing boards, microphones, and lighting in a studio or field environment.

B. Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

C. Combination of Education and Experience: You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

This position is in the Live Operations within the Production Services Directorate under Media Integration Component at the War Media Activity (WMA), which is a Department of War (DoW) Field Activity reporting to the Assistant Secretary of War for Public Affairs (OSW(PA)). WMA is a worldwide media organization employing state-of-the art and emerging multimedia production and distribution technologies. WMA operates from multiple locations in the United States and overseas and with deployed combat and contingency forces throughout the world.
