This position is part of the War Media Activity. The incumbent oversees the account management of all WEB.mil webhosting customers and the cost management for all WEB.mil business activities. Primary coordinator, reviewer, consultant, and accounts and costs manager for WEB.mil customer base of 1,000+ distinct, interoperable web sites. Conducts cost analyses and develops cost models to fund customer webhosting and any special projects.

As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:

  • Master of rate and budget formulation, cost accounting, and customer-reimbursement transactions.
  • Deep understanding of financial management and reporting.
  • Maintain program financial stability which is a critical responsibility is ensuring the fund maintains a net positive cash balance to avoid Anti-Deficiency Act violations. Adjustments must be made to absorb annual gains or losses through future rate changes or, if necessary, by requesting additional appropriations from Congress.
  • Mastery of regulatory compliance, including knowledge of the DoD Financial Management Regulation (FMR) 7000.14-R and relevant fiscal law is required to ensure compliance with the rules governing revolving funds.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Experience collecting, analyzing and preparing program cost estimates, collecting MIPRs and/or fiscally supporting a Defense Working Capital Fund program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). This position is located in the Web Enterprise Business (WEB.mil), Business Operations Office at the War Media Activity (WMA), Fort George G. Meade, Maryland, a Department of War Field Activity reporting to the Assistant to the Secretary of War (Public Affairs) (ATSW (PA)). WMA is a worldwide media organization charged with informing Department of War (DoW) audiences, managing the Department's visual information records, training the Department's public affairs and visual information workforce and providing broadcast radio and television to DoW personnel overseas operating from multiple locations in the United States and overseas, including deployed combat and contingency forces worldwide.
