Duties

The incumbent will serve as a Human Resources Specialist. Duties include, but are not limited to:

  • Applies a comprehensive knowledge in recruitment and staffing, position classification, and position management.
  • Provides guidance and direction to applicants, employees, supervisors, and managers in the development of solutions to problems dealing with program area. Cultivate and maintain consultative relationship with these individuals to develop strategies and interventions.
  • Serves as a recognized senior adviser for technical guidance on implementing and administering program area and renders broad advisory services and/or policy interpretation on highly complex issues.
  • Monitors human resources program area in order to analyze, develop and present results of study or finding to all interested parties.
  • Prepares written documentation such as memoranda, policy guidance, evaluation statements for classification decisions, justification for above-minimum salary requests, etc.
  • Researches human resources policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action or solutions to personnel-related problems and issues.
  • Keeps abreast of changes in laws, regulations, and agency policies and procedures relating to the various program areas.
  • Performs special assignments and projects. Independently identifies the need for and initiates special projects and studies.
  • Conducts presentations and briefings on Recruitment and Classification topics, policies, and initiatives to Division leadership, supervisors and employees.

Qualifications

Specialized Experience Requirements

To qualify at the GS-13 grade level, candidates must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, public or other private sectors that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL of the following:

  • In-depth knowledge of laws, rules, regulations, and policies associated with an understanding of human resources management programs sufficient to provide comprehensive technical consultative services to employees and management; and
  • Applying written and communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; and
  • Conducting all necessary research, analysis, evaluation, and preparing written responses.
Time-In-Grade Requirement: Applicants who are current Federal employees applying for a higher grade must meet time-in-grade requirements by the closing date of this announcement. You MUST provide an SF-50, which shows position, type of service appointment, tenure group, grade, duty location, and salary. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year (52 weeks) time-in-grade, as required by the announcement. Consider providing an additional SF-50 that clearly demonstrates one-year time-in-grade (examples of appropriate SF-50s include: Promotions; Within Grade/Range Increases; and SF-50s dated a year apart within the same grade/position. No award SF-50s will be accepted). Failure to submit the required SF-50 document will result in an ineligible rating under merit promotion procedures.

The Civil Rights Division (Division) of the Department of Justice, created by the enactment of the Civil Rights Act of 1957, works to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable members of our society.
