The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. Duties

Help

The Inspector General:

  • Direct and oversee independent audits and investigations of NEA programs, grantees, contractors, and internal operations to meet federal requirements.
  • Develop and implement agency-wide audit objectives, policies, procedures, and the Annual Audit Work Plan.
  • Enhance economic performance and operational efficiency, while ensuring effective prevention and detection of fraud, waste, and abuse within NEA programs and activities.
  • Coordinate and issue semiannual Inspector General reports to Congress, tracking problems, deficiencies, corrective actions, and progress.
  • Manage the annual financial statement audit, serving as COTR for contracted independent auditors and ensuring legal compliance.
  • Review proposed and existing laws and regulations and advise the NEA Chair and Congress on impacts and fraud prevention measures.
  • Lead OIG budget, staffing, supervision, and performance management to accomplish office objectives and statutory responsibilities.

  • Subject to a 1-year SES probationary period (unless already completed).
  • This is a career position in the SES.
  • Executive qualifications must be approved by OPM before appointment. If selected and you do not already have OPM QRB certification, you must complete a structured ECQ interview with OPM before being appointed to the position.

As a basic requirement for entry into the Senior Executive Service (SES) under a career appointment, you must clearly articulate and describe within your 2-page resume that you possess the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications MTQ(s) related to this position. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQ(s), you may be disqualified. Any additional pages over the 2-page limit will not be reviewed.

Your resume should includeevidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

If you are (1) currently serving under a career SES appointment, (2) eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and you successfully completed a one-year probationary period), OR (3) have successfully completed a SES Candidate Development Program (CDP) and certified by OPM, you do not need to address the ECQs in your resume. However, your resume must clearly state that you are a current career SES, eligible for SES reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATION (MTQ):
Your resume must include accomplishments that address the MTQ(s).

Mandatory Technical Qualification 1 - Audit and Investigation Program Leadership and Oversight: This mandatory technical qualification requires demonstrated ability to direct an independent and objective audit and investigation organization, including setting audit objectives and policies, supervising audits and investigations of NEA programs and operations, and promoting economy and efficiency while preventing and detecting fraud and abuse.

Mandatory Technical Qualification 2 - Advanced Auditing and Financial Oversight of Grants and Financial Statements: This mandatory technical qualification requires demonstrated expertise in accounting, auditing, and financial analysis, including leading complex audits of grants and nonprofit organizations and coordinating the annual financial statement audit as the Contracting Officer's Technical Representative to ensure compliance with applicable federal laws, rules, and regulations

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/ Mandatory Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position.

  • ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. Senior Executive Service Members (SESs) will review your resume to determine your technical qualifications for this position based on the required specialized experience. SESs will review ONLY two (2) pages of your resume, starting at your work experience. SESs will not review additional information beyond your resume (e.g., cover letter, links embedded in your resume). Applicants passing the Executive Resources Board (ERB) Panel, will be referred to the agency for consideration.

Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information required within the application package.

Applicants who do not demonstrate in their application sufficient possession of the ECQs and MTQs will be determined ineligible for further consideration.
