This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a Procurement Analyst at the GS-1102-14 some of your typical work assignments may include:

  • Serves as the lead Procurement Analyst and system administrator/trainer for all procurement automation initiatives throughout the Defense Human Resources Activity (DHRA) and DoW, developing plans for new and ongoing automation efforts.
  • Provides direction on the analysis of contract requirements and obligations, tracks historical contract data and recommends strategies for data reporting, contract spend, competition and contract vehicles used.
  • Represents the Agency in all functional meetings and applies directives; develops and implements policies, procedures, and functional requirements for information technology projects related to the DoW's eBusiness program initiatives.
  • Provides guidance and oversight on all facets of the Contracting Officer's Representative (COR) program, including validating funding, developing procedures for requirements development, and monitoring COR training and certifications.
  • Guides post-award contract administration as it relates to eBusiness systems, including validating contractor compliance with terms and conditions, reviewing invoices, managing cost/schedule control systems, and supporting contract closeout or termination.
  • Collects, interprets, and analyzes contracting data to prepare charts, reports, and briefings for senior management on topics such as competition, small business utilization, and procurement trends.
  • Guides agency personnel on the creation and administration of FS Form 7600A agreements, the application of GT&Cs, FS Form 7600B orders and the use of the G-Invoicing system.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

AND

B. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

  • Functioning as a system administrator for various automated procurement systems, including but not limited to, Enterprise Contract Writing Module (ECWM) or Department of War equivalent contract writing system, Procurement Integrated Enterprise Environment (PIEE) modules, Wide Area Workflow (WAWF), Electronic Data Access (EDA), SAM.gov (System for Award Management) and Federal Procurement Data System - Next Generation (FPDS-NG) to extract data, performance data integrity checks, and recommend corrective actions.
  • Using expert knowledge of procurement and contracting methods with an emphasis on Defense Pricing, Contracting, and Acquisition Policy (DPCAP) eBusiness systems, policies, concepts, and theories of acquisition, purchasing, contract administration, and program management procedures.
  • Applying a variety of Federal and DoD guidelines, regulations, and policies for acquisition planning, solicitation development, contract negotiations, contract execution, contract funding, contract modifications and post-award contract management and contract terminations.
  • Administering various contract types to plan and execute long-term pre-award and post-award procurement actions and government oversight of contractor performance (applying PIEE for COR designation and COR administration).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

The incumbent serves as the Defense Human Resources Activity (DHRA) Procurement Analyst responsible for all of DHRA's procurement related information technology systems, supporting the DHRA Contracting office, applicable to the cradle-to-grave Contracting processes such as;
acquisition planning, solicitation, requisitioning, contract writing systems, Contracting administration, DoD management information systems, data collection and reporting (such as monitoring and managing options periods, contract workload sent to other agencies (use of non- DoD vehicles), and metrics, the Contracting web page, gap analysis, electronic library/FAQs, and connectivity to other functional management systems, and source selection automation tools. This would include, but not be limited to established Federal and DoD systems such as the Electronic Data Access (EDA), Enterprise Contract Writing Module (ECWM), Procurement Integrated Enterprise Environment (PIEE), Federal Procurement Data System - Next Generation (FPDSNG),
Electronic Subcontracting Reporting System (eSRS), FedBizOpps and performance management systems Contract Performance Assessment Reporting System (CPARS).
