Help

  • Advise management on specific actions in support of affirmative actions and strategies for handling discrimination complaints.
  • Provide guidance to MEDVAMC staff for coordination with the Office of Resolution Management and Administrative Judges for investigations and hearings.
  • Provide advice and guidance during the post investigative stages, i.e., hearings, appeals, and compliance phases, for each formal complaint.
  • Serve as technical expert for processing the following Federal conducted external complaints: Section 504 of the Rehabilitation Act of 1973, Age Discrimination Act of 1975 and Executive Order 13166, Limited English Proficiency.
  • Assist VHA Central Office Staff with processing the following complaints: Title IX, Title VI of Civil Rights Act of 1964 and Executive Order 13160.
  • Assists with coordinating the Alternative Dispute Resolution (ADR) Program for the MEDVAMC.
  • Provide MEDVAMC ADR program management oversight for processing cases and compliance with MEDVAMC ADR program procedures.
  • Assists in ensuring the MEDVAMC maintains a diverse and inclusive work force.
  • Conduct analyses on the utilization of minorities and women in the workplace, identifying obstacles and outlining alternative solutions to identified problems.
  • Compile and analyze statistical data in order to evaluate progress of the EEO Program.
  • Develop, implement, coordinate, review, monitor, evaluate, and update all plans associated with the EEO Program.
  • Conduct periodic evaluations of the workforce to develop data that can be utilized in evaluating the effectiveness of the program.
  • Serves as technical advisor to the facility's Special Emphasis Programs.
  • Provide sound technical advice to management and employees or applicants regarding equal employment opportunity programs.
  • Conduct EEO Training.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday- Friday, 8:00am-4:30pm (subject to change based on facility needs)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.For a GS-09 position you must have served 52 weeks at the GS-07. For the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Assist the EEO Manager with planning, developing, implementing and evaluating EEO and Affirmative Employment program activities.
  • Applies foundational knowledge of federal EEO laws, regulations, policies, directives, and complaint processes to support program operations.
  • Conducts fact finding, gathers information, and performs preliminary analyses to identify potential barriers to equal employment opportunities.
  • Supports mediation and document requests from ORM, ensuring timely coordination and adherence to established procedures.
  • Maintains confidentiality of case information and ensures secure handling of EEO program files and resources.
  • Completes assigned EEO tasks using established guidelines, referring only unusual or complex issues to the supervisor.
  • Participates in reviews of policies and practices, assisting in identifying causes, effects, and potential corrective actions for workplace EEO issues.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Provides expert guidance on EEO laws, regulations, complaint processes, and affirmative employment strategies to management and staff.
  • Serves as ADR Coordinator, leading mediations and ensuring compliance with EEOC MD 110 core principles for conflict resolution.
  • Independently coordinates discrimination complaints-including investigation support, document gathering, settlement negotiations, and post investigation actions.
  • Conducts workforce analyses, identifies under representation, performs diversity studies, and develops targeted strategies to eliminate systemic barriers.
  • Develops, updates, and monitors major EEO and Affirmative Employment plans, and briefs leadership on objectives and program performance.
  • Designs, delivers, and evaluates EEO/Diversity training on topics such as harassment prevention, mediation, and reasonable accommodation.
  • Coordinates external civil rights complaints, interpreter services, court reporting needs, and performs technical oversight of EEO program resources and reports.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
