The position may be located at any of the DOL office locations, if available. The advertised salary range reflects the minimum and maximum pay for all locations. Final salary will be determined based on the selectee's assigned duty station in accordance with applicable locality pay tables.

This position is located in the Office of the Chief Information Officer (OCIO), Directorate of the Administration,
Business Management, and Governance (ABMG), Fiscal Operations Branch. ABMG oversees the annual budget
for IT investments, managing OCIO financial operations, and ensuring proper accounting and reporting of
funds.

Major duties for the GS-12 include, but are not limited to:

  • Assist in interpreting and analyzing financial data from prior and current years to establish requirements
    and promote efficient resource utilization.
  • Prepare requests for apportionments, allotments, allocations, and operating budgets in compliance with
    OMB, Treasury, GAO, GSA, and DOL policies and procedures.
  • Analyze task orders and contract modification requests to determine costs and their impact on respective
    contract funds. Recommend reprogramming of funds as needed and prepares spreadsheets for funding
    projections and task orders.
  • Oversee requests for purchases and contract modifications, ensuring compliance with DOL policies and
    proper utilization of carry-over funds when available.
  • Prepare various reports, written analyses, and recommendations on programmatic and budgetary matters
    for the OCIO.
Major duties for the GS-13 include, but are not limited to:
  • Oversee requests for purchasing and contract modifications in compliance with DOL policies, ensuring
    proper use of carry-over funds when available.
  • Prepare complex reports and analyses on programmatic and budgetary matters for OCIO leadership.
  • Maintain detailed records of expenditures for contracts and task orders, analyzing costs against funding to
    ensure sufficiency or identify excesses.
  • Issue financial management reports on contracts and funding levels, providing detailed cost analyses.
  • Ensure internal controls are in place for office expenditures, including purchase/credit cards and contracts.

Qualifications

You must meet the Specialized Experience to qualify for the Fiscal Operations Specialist position, as described below.

For the GS-12, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.

For the GS-13, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-12 includes (applicants must meet two out of the four statements to be found qualified):

  • Experience creating financial reports by pulling data from enterprise financial systems and using advanced Microsoft Tools, e.g., Excel tools, Pivot Tables, as well as databases.
  • Experience supporting monthly and year end closeout by reviewing accounting transactions, checking obligations, correcting errors, and helping ensure financial records are accurate.
  • Experience supporting analyses, assessing alternatives, and recommending viable input for financial management and process improvement initiatives.
  • Experience conducting financial forecasting and scenario analysis by developing multiyear cost projections for operations and personnel.

Qualifying specialized experience for GS-13 includes (applicants must meet three out of the four statements to be found qualified):

  • Experience creating financial reports and analyses by pulling data from enterprise financial systems and using advanced Microsoft Tools, e.g. Excel tools, Pivot Tables, as well as databases.
  • Experience developing clear briefings that explain budget and program data to support planning, resource decisions, and budget execution activities.
  • Experience completing monthly and year end closeout by reviewing and reconciling accounting transactions, checking obligations and expenditures, correcting errors, and helping ensure financial records are accurate.
  • Experience conducting financial forecasting and scenario analysis by developing multiyear cost projections for operations and personnel, testing budget assumptions, and incorporating results into budget requests, spend plans, and resource recommendations.
