Summary

This position is located in the General Services Administration (GSA), Office of Civil Rights (OCR), Complaint Processing Branch (CPB). The incumbent serves as an Equal Employment Opportunity (EEO) Specialist responsible for managing discrimination complaints from initial intake through final resolution, including counseling, acceptance/dismissal determinations, and oversight of contract investigations. 

We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Help

  • Conducts initial intake and counseling for complex discrimination complaints involving multiple bases, systemic issues,or senior-level officials. Applies a broad range of fact-finding and analytical techniques to ensure claims, bases, and theories of discrimination are properly identified.
  • Processes formal complaints of discrimination to include acceptance/dismissal determinations, amendments to investigations, approval of investigative plans, legal sufficiency reviews of investigative reports, and preparation of less complex final orders. Handles individual/class complaints of discrimination that are often difficult and complex in nature.
  • Designs, develops, and conducts specialized briefings, orientations, and training for managers, supervisors, and employees on Equal Employment Opportunity (EEO) complaint processes and procedures.
  • Provides timely responses to requests for data or other information from the Office of General Counsel and contract Equal Employment Opportunity (EEO) investigators in relation to EEO complaints.
  • Serves as a consultant and advisor to Office of Civil Rights (OCR) and GSA staff and management officials regarding investigations, affidavits, and hearings.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $108,173.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  Locality pay will be determined upon selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is conducting  Equal Employment Opportunity (EEO) complaint processing activities, including pre-complaint counseling, fact finding, and providing technical advice regarding the EEO complaint process. This experience must include: processing formal EEO complaints; reviewing investigative plans and reports for regulatory compliance; developing and delivering training on complaint processes and procedures; and preparing recommendations to support complaint processing activities.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Ability to provide effective counseling and to mediate difficult informal complaints with individual employees and/or groups, applying fact-finding and analytical techniques to ensure proper identification of discrimination claims and compliance with regulatory requirements.
  2. Knowledge of Equal Employment Opportunity (EEO) principles, laws, concepts, regulations, policies, and relevant decisions to recognize, analyze, and solve difficult discrimination issues and make technical recommendations regarding formal complaint cases.
  3. Skill in written and verbal communication to design, develop, and conduct specialized training programs and present Equal Employment Opportunity (EEO) concepts to diverse audiences.
  4. Skill in tracking deadlines, and ensuring timely delivery of documentation to support complaint processing activities.
  5. Ability to provide technical advice and recommendations regarding investigations, affidavits, hearings, and complaint processing matters.
