As a Equal Employment Opportunity Specialist(Reasonable Accommodation Coordinator), you will perform the following duties:

  • Processes Reasonable Accommodation (RA) requests.
  • Communicates policies, practices, and procedures regarding Reasonable Accommodation and the Rehab Act.
  • Provides advice and guidance on the Reasonable Accommodation request process and options available to management and requesters (employees).
  • Researches Equal Employment laws for managers and individuals seeking guidance; troubleshoots issues; makes recommendations on disability related matters.
  • Advises leadership on the broader disability program to include policies and procedures; serves as backup to the Disability Program Manager, as needed.
  • Utilizes an automated tracking/data system to input information and produce reports.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 or equivalent pay band in the Federal service. Specialized experience is defined as:

  • Researching and interpreting the Rehabilitation Act and other applicable EEO laws to administer a reasonable accommodation program; AND
  • Processing reasonable accommodation requests; AND
  • Identifying issues and developing solutions to complex problems related to the Reasonable Accommodation program; AND
  • Providing advice and recommendations to employees, applicants, supervisors, and senior leaders on the Reasonable Accommodation and/or Disability program.
If applicable, performance appraisals and/or Incentive award documentation may be submitted and will be forwarded to the selecting official as support in consideration of your application in the evaluation process. To receive due weight, you must submit a recent performance appraisal (dated within 18 months) showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable (do not submit a performance plan) and/or incentive award documentation (i.e. superior performance awards, special act or achievement awards, quality step increases, etc.) Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.

Office of the Secretary

The Office of Civil Rights (OCR) leads the Department of Commerce's (DOC's) statutory and regulatory efforts regarding equal employment opportunity (EEO) and nondiscrimination in federal employment for employees and job applicants, as well as external civil rights and federally assisted programs, activities, and projects. This includes advising management officials regarding Departmental responsibilities under EEO laws and regulations; processing formal EEO discrimination complaints; enforcing external civil rights statutes; analyzing and reporting employment data to meet statutory requirements for the Equal Employment Opportunity Commission (EEOC), Office of Personnel Management (OPM), and Congress; and processing reasonable accommodation (RA) requests for individuals with disabilities.

The incumbent serves as an Equal Employment Specialist/Office of the Secretary Reasonable Accommodation Coordinator (RAC), processing RA requests and addressing issues under Title VII of the Civil Rights Act of 1964, as amended, the Rehabilitation Act of 1973, and the Genetic Information Nondiscrimination Act of 2008; recommending to Agency management how requests should be addressed; proposing effective accommodations for qualified individuals with disabilities (IwD); recommending enhancements to services; implementing special projects and reports related to the OCR mission; and supporting other Division programs as part of an integrated team.
