Help

The Equal Employment Specialist duties include, but are not limited to:

  • Provides recommendations to the Equal Employment Opportunity Manager on the management of the assigned organizations of the EEO Program requirements and established goals.
  • Assists in the fact-finding and analysis of discrimination complaints, to include finalizing resolutions of complaints/disputes.
  • Develops draft policies for the EEO Program and evaluates equal employment activities and functions.
  • Reviews new or proposed personnel policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies.
  • Assists in reviewing new or proposed personnel policies, procedures and guidelines for impact on organizational practices.
  • Makes recommendations and identifies conflicts or deviations from acceptable and/or current policies and practices.
  • Analyzes changes to regulations, policies, etc. for impact on EEO Programs, Plans, and implements actions, under the supervision of the EEO Manager, to correct deficiencies identified by review
  • Provides managers and employees with information about the facility's personnel policies, procedures and guidelines as applicable. Under the supervision of the EEO Manager, provides management with guidance on the requirements of the EEO Program.
  • Ensures information communicates agency policy and regulatory requirements.
  • Assists the EEO Manager in analyzing and evaluation of the EEO Program by identifying problems or deficiencies, and typically providing workable solutions, and implementing improvement plans to meet established program goals and objectives.
  • Develops and maintains EEO related databases and reports.
  • Secures, researches, organizes and presents background briefing materials as requested and required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

In order to qualify for this position, you must meet the following requirements within 30 calendar days of the closing date listed on the announcement:

  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

  • Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.

You may qualify based on your experience and/or education as described below:

GS-9
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understanding and applying EEO principles, practices, laws, and regulations sufficient to identifying, considering, and guiding managers and employees through the federal discrimination complaint process; Understanding and applying EEO program operations-including analysis, investigations, and required reporting; Experience assisting with developing actionable solutions and integrating EEO principles to support organizational goals; Demonstrating strong abilities in problem-solving and effective communication; Providing broad program support and administrative responsibilities, such as coordinating and planning the logistics for meetings, training, correspondence, and record keeping; Locating appropriate and applicable precedents and legal documentation; Communicating EEO program goals and standards effectively to relevant stakeholders, both orally and in writing.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (beyond the first year). Transcripts must be submitted.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of and independently applying EEO laws, regulations, and policies; Interviewing aggrieved individuals and advising them of their EEO rights, responsibilities, and conflict resolution options; Independently conducting pre-complaint EEO counseling and consultations; Independently assisting EEO Counselors and Investigators with gathering information and documents for pending federal discrimination complaints; Independently research and analyze problems, issues, or other EEO program requirements; Independently developing recommendations, taking into account unanticipated changes and unusual factors; Establishing and maintaining effective relationships with service lines to gain confidence and cooperation of employees, supervisors, and service chiefs to maintain a robust and effective EEO program.
  • OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. Preferred Experience:
  • Knowledge of EEO laws, regulations and policies.
  • Experience interpreting and applying this knowledge to EEO related complaints.
  • Skilled in all aspects of EEO program operations, including analysis, investigations, required reporting, and experience as a resource for employees and management.
  • Experience in developing actionable solutions and integrating EEO principles to support organizational goals.
  • Demonstrates strong abilities in problem-solving and effective communication.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
