As a INFORMATION TECHNOLOGY SPECIALIST (APPSW) at the GG-2210-12/13 some of your typical work assignments may include:

GG-12 Duties:

  • Acts as a subject matter expert on agile principles, DevSecOps, and cloud technologies, performing feasibility studies on new proposals and system modifications. This duty involves identifying and promoting innovative technologies and process improvements to solve complex problems.
  • Manages and provides oversight for software development projects, monitoring contractor performance to ensure deliverables are timely, technically sound, and compliant with Department of War (DoW) guidelines. Serves as a technical point of contact, interfacing with DoW entities, Combatant Commands, and other agencies to resolve issues.
  • Oversees the entire software development lifecycle, from initiation to deployment, while guiding and prioritizing the work of contractors. This includes defining requirements, conducting technical reviews of software design and code, and ensuring that functional needs are effectively translated into application capabilities for the Global Joint Training Infrastructure (GJTI).
GG-13 Duties:
  • Serves as a subject matter expert on modern software development practices such as agile, DevSecOps, and cloud technologies. This responsibility includes performing feasibility studies for new features, analyzing design alternatives, and identifying innovative technologies and processes to continuously improve and advance the capabilities of the Joint Training Tool (JTT).
  • Collaborates with a broad user community across the DoW to translate their functional needs into precise technical software requirements. A critical part of this duty is to coordinate, monitor, and participate in extensive technical testing-including unit, system, security, and performance testing-to validate contractor deliverables and ensure all interface requirements are met.
  • Manages the entire software development lifecycle, from initial concept to final deployment. This includes defining application requirements, reviewing contractor-produced software designs and code, and guiding development efforts on key strategic initiatives like AI integration, cloud migration, and the creation of a new enterprise-level API.
  • Acts as a Project Manager providing oversight for software development performed by contractors. This role involves monitoring project plans and contractor performance, ensuring solutions are compliant with DoW regulations, and serving as the technical point of contact for a wide range of stakeholders, including Combatant Commands, Military Services, and other government agencies.

Qualifications

You may qualify at the GG-12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GG/GS-11 grade level in the Federal service:

  • Knowledge of software, agile principles, DevSecOps, cloud to modernize legacy joint training applications and develop assigned joint training software applications. Joint Training software applications enable Combatant Command and Military Service joint training at the point of need, exercise globally integrated operations, and build Joint Force Readiness
  • Knowledge of automated system development and design to develop, acquire, implement, and manage the life cycle of automated information systems to satisfy operational requirements
  • Familiarity with DoW policies and standards related to automated system design, development and management; Ability to understand and support technical review of modern complex computer programs using modern programming languages such as HTML, Java, C++, Python, Ruby, Go, and Rust,
  • Knowledge of Service Oriented Architectures, and advanced data integration;
  • Knowledge and skill in monitoring a contracted development effort including the ability to critically evaluate and assess contractor performance to ensure effective and proper solutions
You may qualify at the GG-13, if you fulfill the following qualifications:

B. One year of specialized experience equivalent to the GG/GS-12 grade level in the Federal service:
  • Applying systems application software concepts and factors such as structured design, supportability, survivability, reliability, scalability, and maintainability sufficient to ensure that applications are optimized for state-of-the-art technology and functionality and provide advice and guidance to management
  • Knowledge and experience in modern software development practices such as Agile, DevSecOps, cloud-native development, and user-centered design
  • Understanding automated system development and design to develop, acquire, implement, and manage the life cycle of automated information systems to satisfy operational requirements
  • Understanding state-of-the-art advances in information systems technology to include operating systems, software, system hardware and telecommunications to translate functional specifications into technical requirements, e.g., inform requirement generation from stated user needs;

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
