Help
  • Conducts assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.
  • Assesses breaches of security to determine their impact on system operations and the confidentiality, integrity, and reliability of the information stored and manipulated within the system.
  • Develops, promotes and implements programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
  • Assists the Departmental Office of Inspector General and law enforcement organizations of all jurisdictions by facilitating the gathering, analysis, and preservation of evidence used in the prosecution of computer crimes.
  • Develops policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  2. Customer Service - developing and maintaining relationships with customers, anticipating, and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
  3. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
  4. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the Bureau/office on critical IT issues; and make decisions or recommendations that significantly influence Bureau IT policies or programs.

Experience presenting and defending security requirements for supported systems and services; providing guidance on security policy and requirements; and performing analytical, planning, advisory, operational, and evaluation work.

Experience applying total infrastructure protection environment; systems security certification and accreditation requirements and processes; and security protocols to integrate information systems security with other security disciplines.

Experience applying information technology management principles and methods to provide advice and assistance to management in defining requirements, implementing new systems and applications, and in making optimal use of available IT systems and applications to carry out program responsibilities.

Experience supporting stakeholder engagement by gathering and analyzing requirements, documenting findings, and ensuring alignment with stakeholder goals.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score. Resumes longer than two pages will be deemed ineligible and will not be considered further.  Responses to questions that are not fully supported by your resume may result in a rating adjustment.

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):

Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe.

Your score from the external assessment Non-supervisory will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without the need to retake the assessments. 

Top applicants may be referred to the hiring manager for further consideration. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: 

  • Knowledge of information technology specialty areas, management policies, procedures, practices and performance measures.

  • Knowledge of applicable statutes and authorities related to the IT to plan, control, and prevent security violations. 

  • Knowledge of hardware and software applications, methodologies and practices.

  • Knowledge of information security, tools, technologies, and policies. 

  • Knowledge of user research and usability testing principles, methods, tools, techniques, and technologies.  

  • Skill in managing government-wide recommendations for remediating cybersecurity infrastructure. 

  • Ability to establish and maintain liaison with internal and external partners and stakeholders on security related issues.
