Duties

Help
  • Advises on the coordination, development, execution, and evaluation of the Victims' Resource Advocacy Program (VRAP) in support of victims of violent crimes being investigated by the entire Bureau.
  • Supervises a team of specialists responsible for providing victim support services and monitoring the victims related to Diplomatic Security Service investigations.
  • Evaluates and analyzes VRAP and its scope within the federal law enforcement community, implementing program policies to improve effectiveness.
  • Plans and coordinates victim support care services, ensuring comprehensive care for victims throughout the care process.
  • Serves as a point of contact and conduit of information to crime victims, other cabinet agencies, external representatives, international visitors, and others for best practices and guidance for involvement of the Department on victim-related issues.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

Have a undergraduate or graduate degree from an accredited college or university in behavioral or social science; or other related disciplines appropriate to this position; 

OR Have a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in this field;

OR Have completed at least 4 years of appropriate experience that demonstrates that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in this field.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience providing crisis intervention and counseling assistance to victims of violent crime;
  • Experience supporting crime victims with obtaining medical, legal, and financial resources; AND
  • Experience liaising between crime victims and legal, medical, and financial professionals.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  Responses to questions that are not fully supported by your resume may result in a rating adjustment. 

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):

Your score from the Supervisory assessment will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.

Top applicants may be referred to the hiring manager for further consideration. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: 

  • Knowledge of national and international programs and resources available to crime victims. 
  • Knowledge of the roles, responsibilities, and operations of crime victim advocacy programs. 
  • Ability to advise on laws and regulations pertaining to crime victims to provide support throughout the investigative, legal, and judicial processes.
  • Skill in leading others.
  • Ability to liaise between crime victims and legal, medical, and financial professionals. 
  • Ability to provide advice and guidance, both orally and in writing.
