Duties

As Program Analyst, GS-0343, your typical work assignments may include, but not limited to:

  • Develop and implement programmatic, administrative, and operational policies and procedures; provides advisory services on issues of substantial scope and impact throughout the organization.
  • Analyze and evaluate (on a quantitative and/or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
  • Ability to design, organize and execute short- and long-term studies of programs, policies, and budget issues, particularly those with energy resource and capital improvement implications.
  • Ability to explain persuasively, and to write clearly about complex and controversial issues and make recommendations to senior level officials with various perspectives and concerns.
  • Develop and refine strategies, policies and action plans to improve program quality and performance.
  • Serve as a subject matter expert and advisor on all matters related to oil and gas regulations, policies, development and operations.

  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement, and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment
  • AN INCENTIVE MAY BE AVAILABLE FOR HIGHLY QUALIFIED CANDIDATES AT MANAGEMENT DISCRETION. A SERVICE AGREEMENT WILL BE REQUIRED.
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0343).

SPECIALIZED EXPERIENCE GS-12
I have at least 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience is work that participate in planning, monitoring, and allocation of organizational resources for respective program operations and making recommendations to senior management regarding the necessary changes or adjustments in the programs and in their implementation; providing authoritative professional viewpoints and opinions on the program methods, techniques, and procedures required within the organization to ensure maximum effectiveness, efficiency, and economy of program operations in accordance with Bureau and Administrative priorities and policies; represent the organization, analyzing, researching, and making recommendations for resolution of administrative or procedural issues; expertise in all areas of administrative operations in different components of the organization; completing reports. SPECIALIZED EXPERIENCE GS-13
I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-12 in the Federal Service (obtained in either the public or private sector). Specialized experience is work that participate in planning, monitoring, and allocation of organizational resources for respective program operations and making recommendations to senior management regarding the necessary changes or adjustments in the programs and in their implementation; providing authoritative professional viewpoints and opinions on the program methods, techniques, and procedures required within the organization to ensure maximum effectiveness, efficiency, and economy of program operations in accordance with Bureau and Administrative priorities and policies; expertise in all areas of administrative operations in different components of the organization; completing reports; responsible for compliance; and coordination of training activities. The full performance level of this position is GS-13.
