Serves as a Supervisory Biologist responsible for the scientific and administrative leadership of a multidisciplinary team engaged in advanced research, monitoring, and management of aquatic and terrestrial invasive species, ecological restoration, and environmental compliance for water resource projects across the western United States.

-Plans, assigns, and reviews the work of subordinate staff, setting and adjusting priorities, and preparing schedules for completion of work in alignment with organizational goals.
-Plans and organizes the overall activities of the projects and provides direct project management and technical oversight to team members.
-Provides comprehensive oversight for the planning, execution, and evaluation of complex scientific research, monitoring, and management projects within the Invasive Species Laboratory.
-Guides the development and implementation of advanced methodologies, protocols, and standards for both field and laboratory investigations, particularly in the areas of invasive species detection, ecosystem health assessment, and restoration science.
-Serves as the laboratory's principal technical authority, setting internal standards for scientific rigor, data quality, and analytical methods, and is often called upon to resolve issues where external guidance is limited or nonexistent.
-Provides authoritative technical advice to agency leadership and external partners, advocates for the laboratory's research priorities, and ensures that stakeholder input is considered in program planning and decision-making.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position, having a:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Specialized Experience Requirement: In addition to meeting the Basic Education requirement, applicants must meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-14 grade level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience managing a broad portfolio of invasive species research and operational projects; preparing or reviewing internal funding proposals; leading new research activities; leading or serving as a team member on interdisciplinary teams tasked with invasive species projects; providing technical guidance to internal and external partners; and contributing technical expertise through participation in regional and national committees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/25/2026.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. You may be required to serve an initial supervisory probation period.

Condition of Employment for Probationary Period: As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
