Duties

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:

  • Review assigned contract specifications and project plans prior to construction to determine accuracy and completeness of all parts applicable to materials processing, testing, reports, and errors.
  • Conduct quality assurance and quality control tests of concrete and earthen construction.
  • Prepare technical documentation for work assignments and review documentation of lower graded technicians.
  • Serve as the expert on matters of construction materials testing and analysis, with the ability to make independent decisions on materials suitability.
  • Plan, organize, coordinate, and conduct materials assigned investigation and testing programs, performs technical evaluation and analysis.
  • Perform technical analysis of construction schedules, proposals, submittals, modifications, and other contractor provided documentation.

You must maintain a valid American Concrete Institute (ACI) Certification in Concrete Field-Testing Technician Grade 1.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. You must meet all qualification requirements, including time-in-grade restrictions and any selective factors, by the closing date of this announcement.

To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience performing three or more of the following duties:

1. Performing material testing i.e. concrete, soils, and aggregates.
2. Preparing material testing reports and communicating results with engineers, contractors, and suppliers.
3. Working with material typically used in construction including soils, aggregates, and concrete.
4. Performing inspections/quality control of materials being used in construction.
5. Reviewing proposed engineering projects to provide oversight and ensure compliance with contract requirements and specifications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: This position requires a current;

  • American Concrete Institute (ACI) Certification in Concrete Field-Testing Technician Grade 1 and
  • Current valid Driver's License.
Failure to provide proof of such certification will cause you to be rated ineligible for this position.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/01/2026.

Condition of Employment For Probationary Period: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
