Duties

Help

This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Civil Rights Center (CRC), Reasonable Accommodation (RA) Program. The employee participates in the development of Departmental programs and initiatives to ensure accessibility for deaf/hard of hearing employees and also serves as a sign language interpreter on an "as needed" basis in a variety of settings involving deaf/hard of hearing employees.

Major duties for this position include but are not limited to:

  • Provide professional American Sign Language (ASL), transliteration, and interpreting services for deaf and hard of hearing employees, applicants, and stakeholders.
  • Interpret between spoken English and ASL, manually coded English, or other communication modes to facilitate effective communication during meetings, training sessions, performance discussions, conferences, and other official activities.
  • Ensure equitable access to information, programs, services, and employment opportunities consistent with federal accessibility and reasonable accommodation requirements.
  • Serve as the agency subject matter expert for interpreter services and accessibility support for deaf and hard of hearing employees.
  • Plan, develop, coordinate, and evaluate policies, procedures, and program initiatives related to interpreter services and reasonable accommodations.
  • Identify barriers to accessibility and develops solutions to improve service delivery, program effectiveness, and compliance with federal disability laws and regulations.
  • Advise managers, supervisors, employees, and stakeholders on reasonable accommodation requirements involving interpreter services.
  • Review and process accommodation requests, recommend appropriate accommodations, and ensure compliance with the Rehabilitation Act, Americans with Disabilities Act (ADA), Departmental policies, and applicable guidance.
  • Provide expert consultation on accessibility standards and effective communication requirements.
  • Perform analytical and evaluative studies of interpreter service operations and accessibility programs.
  • Collect, research, and analyze qualitative and quantitative data; develop performance metrics; identify trends and areas for improvement; and prepare reports, briefings, dashboards, and recommendations for leadership.
  • Evaluate program effectiveness and recommends corrective actions to improve efficiency, quality, and customer service.
  • Serve as a technical point of contact and advisor for interpreter service contracts.
  • Coordinate with contractors, contracting officials, agency leadership, and external stakeholders to ensure quality service delivery and contract compliance.
  • Participate in interagency working groups, advisory councils, committees, and outreach activities related to accessibility and services for deaf and hard of hearing individuals.
  • Develop briefing materials, presentations, and reports for senior leadership and key stakeholders.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Interpreter, as described below.

Education: Undergraduate and Graduate Education: Major study - the appropriate foreign language from an English-speaking college or university, English from a college or university in the other country or translating or interpreting where English and the foreign language were prerequisites.

OR

Experience in translating, interpreting, or other work requiring the use of English and the other language; or a combination of work (that required English and the other language) and training at the Defense Language Institute, Foreign Service Institute, or comparable training.

The following are examples of work in the required language that may have provided the required abilities: translator; interpreter; librarian or information specialist required to make abstracts, screen, index, and scan material; intelligence; writer or editor; international organizational work, such as the Peace Corps, World Bank, United Nations, business, or other organizations; or professor, teacher, or instructor work at the high school or college level that required use of the foreign language.

Testing Provision: Agencies may test applicants for foreign language proficiency on a pass/fail basis prior to appointment. Agencies must document the connection between the level of proficiency required and the duties of the position to be filled. Test material for applicants for the same position or grade level should be equally difficult, and should be selected from typical work-related documents.

In addition to the above experience, applicants must meet the specialized experience. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least 52 weeks at the next lower grade level, GS-12.

Qualifying specialized experience for the GS-13 includes meeting at least 5 out of 8 of the following :

  • Experience providing American Sign Language (ASL) interpretation, including accurate and effective Sign-to-English and English-to-Sign translation in professional workplace settings such as meetings, trainings, and organizational events.
  • Experience assessing communication needs of deaf, blind, and hard-of-hearing employees and determining appropriate accommodations to ensure effective communication.
  • Experience interpreting complex or technical information and adapting communication methods to ensure clarity and accessibility for diverse audiences.
  • Experience developing, supporting, or implementing training programs or curricula related to workplace communication, accessibility, or disability inclusion.
  • Experience utilizing telecommunications devices, assistive listening systems, and other accessibility technologies to support effective communication.
  • Experience identifying communication barriers in the workplace and implementing solutions to facilitate effective interaction between employees, supervisors, and teams.
  • Experience coordinating and managing contracted sign language interpreter services, including procurement-related activities and vendor coordination.
  • Experience scheduling interpreters, managing logistics, tracking service hours, and monitoring expenditures to ensure alignment with budget and organizational needs.
