This position serves as a Budget Analyst in the Justice Management Division, Budget Staff, Legal Activities Group or Law Enforcement and Corrections Group located in Washington, DC. The Budget Staff has principal departmental responsibility for the development and execution of Department-wide program budget operations; planning of program budget review efforts throughout the Department, performance and efficiency; and Department-wide fund controls.

The duties and responsibilities for a Budget Analyst, GS-0560-9/11/12/13 generally include, but are not limited to, the following:

  • Formulate, compile, and develop budget estimates for assigned activities missions, functions, and operations.
  • Prepare estimates of future requirements for a specific operating program.
  • Analyze, evaluate, recommend, and revise annual and supplemental budget requests.
  • Review component budgetary exhibits, apportionments, and monthly execution documents (SF-133).

Qualifications

To qualify for the position of Budget Analyst, at GS-0560-9/11/12/13, you must meet the qualification requirements listed below.

Specialize Experience: For the GS-09, you must have one year of specialized experience at the GS-07 grade level or equivalent pay band in the Federal Service, which includes: Reviewing financial data and/or budget reports; Assisting with formulating justifications for requested funds.

OR

Education: A master's degree (or equivalent graduate degree such as a L.L.B./J.D.) or two (2) academic years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for a GS-09. Only graduate education in excess of the first year may be used to qualify.

Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service, which includes: Recommending appropriate allocations and/or overseeing budget requests for conformance with program requirements.

OR

Education: A Ph.D. or equivalent degree or three (3) academic years of progressively higher-level graduate education leading to such a degree or an LL.M. if related.

Combination of Education and Experience: Combinations of successfully completed graduate school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for a GS-11. Only graduate education in excess of the first two years may be used to qualify.

Specialized Experience: For the GS-12, you must have one year of specialized experience at the GS-11 grade level or equivalent pay band in the Federal Service, which includes: Developing budget processes or procedures; Preparing budget estimates; AND Preparing a variety of financial reports (e.g. status of funds, expenses, and obligations).

Specialized Experience: For the GS-13, you must have one year of specialized experience at the GS-12 grade level or equivalent pay band in the Federal Service, which includes: In depth knowledge and understanding of concepts, principles, practices, laws, and regulations of budget or financial related programs or services; Developing guidance or procedures on budget formulation and/or execution; AND Resolving budgetary issues or problems.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Once the announcement closes, a review of your resume and supporting documentation will be conducted by the HR Specialist. This information will be compared against your responses to the application questionnaire to determine your eligibility for Federal employment, and then whether you are qualified for this particular position. If a determination is made that you have inflated your responses when compared to your background information, you may be deemed ineligible.

Budget Staff will further evaluate your qualifications through a Structured Interview Process and Reference Checks.
