Duties

Help

The primary purpose of this position is to provide, secure and/or negotiate for the services needed to manage and run the administrative operations of an independent Federal agency.

Duties performed:

  • Manage and run the administrative and financial operations of the agency, including budget estimates and justifications and compliance with federal reporting requirements.
  • Supervise a permanent staff, in addition to contractor personnel and staff members on temporary assignment.
  • Act as the agency's Contracting Officer, providing oversight and quality control over contracts, agreements, and invoice payments.
  • Provide oversight and quality control over federal financial requirements, ensuring completion of monthly closeout reports on travel, leave, and budget.
  • Ensure agency meeting locations are secured and accessible, and that all travel reservations and reimbursements are completed correctly and timely.

Qualifications

Specialized Experience:

GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Managing administrative operations for an organization to include budget formulation and implementation, human resources, procurement/contract administration, meeting and travel management and records data management, etc.
  2. Advising senior leadership on administrative matters to resolve complex problems and support and support organizational priorities;
  3. Supervising staff by planning work assignments, evaluating performance, recommending awards and/or corrective actions and resolving employee issues; AND
  4. Developing and implementing administrative policies, procedures or strategic initiatives to support mission goals or organizational improvements.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described above, you must meet the following selective placement factor(s):
  • This position requires a FAC-C Professional Certification or equivalent (an FAC-C legacy certification at any level or a DAWIA contracting certification at any level).
