Duties

Help

In this position, you will serve as Supervisory Information Technology Specialist. Typical work assignments include:

  • Leading NEA infrastructure operations and planning for cloud, network, and systems to ensure secure, reliable, and efficient performance.
  • Serving as the technical lead for Microsoft Azure and on-premises infrastructure, administering VMs, AVD, storage, and core platform services.
  • Engineering and managing Azure PaaS services such as App Service, Functions, Container Apps or AKS, managed databases, Service Bus, and Redis caching.
  • Planning and executing IaaS to PaaS migrations using dependency mapping, workload assessment, containerization, and database migration approaches.
  • Automating deployment and operations using scripting, infrastructure as code, and CI/CD pipelines to manage hybrid cloud services at scale.
  • Implementing cloud-native monitoring and diagnostics using Azure Monitor, Log Analytics, and Application Insights to improve performance and troubleshoot issues.
  • Partnering with the CISO to implement security controls and compliance for infrastructure, supporting NIST 800-series and FedRAMP-aligned requirements.
  • Serving as Level II COR for infrastructure contracts, oversee deliverables and quality, and develop scopes of work and technical evaluations.

Qualifications

To be considered minimally qualified, applicants must demonstrate that they meet the required IT-related experience reflecting each of the Four competencies AND Specialized Experience requirements as noted below.

Four (4) Required IT Competencies:
1. Attention to Detail - Managing complex IT infrastructure programs and enterprise-wide technology portfolios.
2. Customer Service - Assessing the needs of senior agency leaders, technical staff, and non-technical stakeholders.
3. Oral Communication - Influencing and advising CIO, DCIO, agency executives, and external partners on infrastructure strategy.
4. Problem Solving - Identifying enterprise IT infrastructure challenges and developing strategic, cost-effective solutions.

AND

Specialized Experience for this GS-14: To qualify for this GS-14 grade level (starting salary $143,913), applicants must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level (or equivalent) in the Federal service, performing all of the following:

  • Administering Azure IaaS and PaaS environments including Virtual Machines, App Service, AKS, Azure SQL, and Entra ID to deliver secure, scalable cloud infrastructure and application hosting.
  • Administering on-premises network infrastructure including Cisco routers and switches, enterprise firewalls, VPNs, and storage systems to maintain connectivity, segmentation, and operational security.
  • Leading enterprise infrastructure operations across cloud, network, and on-premises systems, supervising technical staff and contractors, managing COR duties, and reporting performance outcomes to senior leadership.
  • Implementing infrastructure security controls aligned with NIST 800-53 and FedRAMP requirements, partnering with security teams to manage firewall and VPN configurations and maintain ATO compliance.
  • Developing infrastructure modernization roadmaps and leading IaC and DevOps automation initiatives using Bicep, Azure DevOps, and CI/CD pipelines to modernize legacy systems and improve delivery efficiency.
