As a Management and Program Analyst, you will:

  • Serve as an analyst and advisor to senior program officials, evaluating mission-critical programs and operations, and providing technical guidance on analysis and evaluation methods.
  • Develop and maintain programming data/information systems, interpreting and applying policies, regulations, and system requirements to ensure effective application within the assigned program.
  • Analyze management information requirements to develop administrative reporting systems and evaluates new or modified administrative program policies, regulations, and goals.
  • Maintain contract records, tracks funding, processes invoices, and coordinates with contractors and the acquisition team for financial actions.
  • Support procurement planning, operations, and reporting, offering guidance on procurement requisition packages and assisting in their development.
  • Monitor contractor performance, resolves issues to ensure contract compliance, and recommends improvements to acquisition strategies, policies, and processes.

Qualifications

BASIC REQUIREMENT:

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:

  1. Conduct in-depth analysis and evaluation of programs or operations, identifying significant issues, developing creative solutions, and assessing their effectiveness and efficiency.
  2. Provide financial management advice and oversight for significant program budgets, contracts, or financial operations.
  3. Develop and implement new or revised policies, procedures, or strategies for administrative or programmatic functions.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
