Help

This position is in the Office of Training and Field Assistance (OTFA), EBSA's principal office for employee training, technical field support, and program coordination. OTFA designs, develops, delivers, and evaluates training and employee development programs that equip the EBSA workforce with the knowledge and skills needed to support national and regional program objectives.

Duty locations to report to are as follows: Washington, DC; Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Plantation, FL; Dallas, TX; Fort Wright, KY; Kansas City, MO; Chicago, IL; Pasadena, CA; San Francisco; CA; Seattle, WA.

The advertised salary reflects the minimum and maximum pay for the locations listed. Upon selection, the salary will be set in accordance with the selectee's assigned duty location.

Duties include but are not limited to the following:

  • Develop and deliver ERISA technical training in multiple formats, ensuring all content is accurate, relevant, and aligned with agency policies and mission priorities.
  • Conduct training needs assessments by consulting with personnel to identify needs, evaluate training effectiveness, and recommend improvements.
  • Lead workgroups to update training materials based on changes to ERISA and agency requirement.
  • Provide guidance and training to agency personnel and stakeholders, advising management on meeting staff training and development needs.
  • Develop clear written training materials that provide instructions and guidance for diverse audiences.
  • Prepare reports, recommendations, and briefing materials that identify training needs and propose improvements for agency leadership.
  • Use knowledge of ERISA and related laws to develop technical training, interpret requirements, and provide guidance to agency staff.
  • Interpret and update training curricula in accordance with agency policy to ensure staff receive accurate guidance.
  • Provide advice to agency leadership and staff on ERISA requirements, investigative practices, fiduciary responsibilities, and employee benefit plan operations.
  • Plan and complete work independently to meet established deadlines.

Qualifications

You must meet the Specialized Experience to qualify for the Senior Technical Advisor as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Applicants must meet 3 out of the 5 examples of specialized experience below.

Examples of qualifying specialized experience are:

1) Experience analyzing and applying ERISA regulations, related federal and state statutes, and governing case law to provide guidance and advice to stakeholders. 2) Experience interpreting and applying statutory, regulatory, policy, and technical requirements related to ERISA, employee benefits plans, investigations, enforcement, compliance, and benefits advisory functions. 3) Experience planning, designing, coordinating, and delivering training programs, curriculum, and instructional materials for professional staff, including training on ERISA and related statutes and regulations. 4) Experience facilitating meetings, trainings, or group discussions of varying sizes and audiences. 5) Experience evaluating agency programs, identifying performance gaps, and recommending improvements to enhance program effectiveness.

Education

There is no substitution of education for the required specialized experience for this position at the GS-14 level.
