JOB SUMMARY: The purpose of this position is to provide guidance and advice to the Adjutant General, senior commanders and managers on statutory requirements relating to the entire EEO program. The SEEM is the principal point of contact (POC) with the National Guard Bureau's Office of Diversity, Equity, and Inclusion (NGB-DEI) and the local district office of the Equal Employment Opportunity Commission (EEOC).

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Serves as principal advisor to the Adjutant General and manages the Equal Employment Opportunity program to include Special Emphasis Programs, the Affirmative Employment Plan, Alternate Dispute Resolution, and Complaints Processing System for the Army and Air National Guard population of the state.
  • Prepares and coordinates the implementation of the State Affirmative Employment Plan.
  • Reviews Human Resources policies and programs to determine barriers, if any; advises the Adjutant General relative to their impact on National Guard policy to overcome under representation of minorities and women; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer.
  • Conducts meetings both on and off the National Guard installation with community outreach organizations in the interest of improving equal employment opportunity/diversity initiatives and relationships.
  • In conjunction with the State HR/EO and MEO Officers, coordinates and assists in the development of ARNG EO and ANG MEO military programs and affirmative action plans.

Qualifications

GENERAL EXPERIENCE: Experience demonstrating 3 years of progressively responsible clerical work, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: 1.) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2.) Plan and organize work; and 3.) Communicate effectively orally and in writing.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 1 Year of specialized experience in the following:

  • Experience equivalent to the next lower grade level (GS-11).
  • Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of laws, regulations, Executive orders, court decisions, and issues related to the NGB EEO program, as well as skill to apply this knowledge to a variety of difficult and complex work assignments.
  • Knowledge of the organizational structure, management policies, procedures, and practices of NGB.
  • Knowledge of and skill in employing the methods and techniques of fact finding, analysis, and resolution of complex problems, and skill in identifying equal employment problems and developing concrete action plans to solve these problems and advise managers on appropriate courses of action to eliminate barriers to EEO.
  • Ability to apply mastery of the concepts, principles, and methods of EEO to develop broad guidelines or regulations or to conduct projects to resolve complex systemic problems of broad scope (e.g., agency wide).
  • Knowledge of the problem solving techniques of the field and of the legal framework in which the program operates; and a high level of skill in interpreting and developing guidelines and regulations within the program area, where accepted methods and principles are questioned or challenged; and negotiating and otherwise resolving unprecedented, broad, difficult, or complex problems.
  • Skill to consult and advise Federal managers on broad, complex, and sensitive EEO issues; identify and define systemic barriers to EEO; develop concrete, practical solutions, and assist managers in integrating EEO action into management strategies.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

MILITARY GRADE (Prior to Application): Officer: O2 through O5; Warrant: WO1 through CW4; Enlisted: E-7 through E-9
UNIT OF ASSIGNMENT: Any unit within state

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

CONDITION OF EMPLOYMENT: You will be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your trial periodyour employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest

No substitution of education for specialized experience.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
