Duties

As an EEO Specialist, you will:

  • Advise agency leadership on EEO matters by interpreting laws and case law to develop compliant policies, conduct organizational compliance reviews and data analysis, represent the agency in federal workgroups to implement best practices, and design and deliver EEO training and instructional materials to diverse audiences.
  • Serve as a neutral EEO counselor during the pre-complaint process by conducting inquiries, facilitating informal resolutions, and preparing comprehensive counselor reports in compliance with EEOC mandates; safeguard sensitive and confidential information; act as a certified third-party neutral or mediator for Alternative Dispute Resolution (ADR); and identify EEO issues through data collection to recommend solutions for workplace improvements.
  • Serve as a Reasonable Accommodation Coordinator by processing requests in accordance with agency policy and medical terminology; advise senior leadership on appropriate resolutions; review case files for accuracy and compliance; collaborate with management, legal counsel, and HR to achieve informal resolutions; and monitor the status of all requests while ensuring the timely preparation of data reports.
  • Coordinate the preparation of the agency's annual Dodd-Frank Section 342 and EEO MD-715 reports; collaborate with stakeholders to establish goals, outline accomplishments, and manage the approval process; ensure all external civil rights reports comply with federal guidelines and are submitted timely; and deliver presentations on agency progress and achievements.
  • Partner with IT and security offices to manage the Equal Employment Program (EEP) DataMart by providing functional requirements for system enhancements; coordinate technical matters including system inventories, maintenance, and troubleshooting; and collaborate cross-functionally to gather and track data regarding agency applications and information flow.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

There are three key documents that contain important information about your rights and obligations. Please read and retain these documents:

  1. Noncriminal Justice Applicant's Privacy Rights, for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting, which includes Rap Back,
  2. FD-258 Privacy Act Statement - FBI (this is the same statement used when your fingerprints are submitted as part of your background investigation), and
  3. SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information).
  • Complete a one-year probationary period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-V level, you must have specialized experience equivalent to the next lower level, NB-IV or GS-11.

Examples of specialized experience for this position include:

  • Interpreting and applying Equal Employment Opportunity (EEO) laws, regulations, and Equal Employment Opportunity Commission (EEOC) Management Directives to evaluate organizational compliance and identify workforce trends;
  • Serving as an EEO Counselor during the pre-complaint process OR adjudicating reasonable accommodation requests, including the review of medical documentation; AND
  • Coordinating and preparing annual EEO reports (i.e., EEOC MD-715 and other related reports).

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Salary range includes 25.72% geographical pay.
